BANGKOK — Najib Razak, Malaysia’s prime minister, announced Tuesday a major rollback in the system of ethnic preferences that has defined the country’s political system for almost four decades.
The new policy would severely weaken a requirement that companies reserve 30 percent of their shares for ethnic Malays, the country’s dominant ethnic group.
The 30-percent rule was once considered politically untouchable, and Mr. Najib described the change in policy as a “tricky balancing act.”
Malaysia has long given ethnic Malays and members of other indigenous ethnic groups — known as bumiputra, or sons of the soil — political and economic privileges. But that system has come under strain amid growing resentment by minority groups and poorer Malays.
The government offers bumiputra discounts on houses, scholarships and other perks. But some benefits, like government contracts and stock-market allocations, have been beyond the reach of working-class Malays.
Anger among Chinese and Indians, the country’s main minority groups, over the ethnic preferences was perhaps the main reason that the opposition made large gains in elections last year that nearly dismantled the governing coalition led by Mr. Najib’s party, the United Malays National Organization.
“We want to be fair to all communities,” Mr. Najib said in a speech in Kuala Lumpur, the Malaysian capital. “No one must feel marginalized.”
Mr. Najib’s success in rolling back the ethnic preferences will depend in large part on his ability to hold together his coalition and fend off a resurgent opposition led by Anwar Ibrahim, a former finance minister.
Mr. Anwar, who leads a diverse group of opposition parties, has promised to undo the system of ethnic preferences.
By positioning himself as a reformer, Mr. Najib, who came to power in April, appears to be calculating that he can stave off opposition advances and be seen as an agent of change.
“The world is changing quickly, and we must be ready to change with it or risk being left behind,” he said Tuesday.
The change would leave some ethnic preferences intact and come with caveats. But it would dilute one of the most important components of what is known as the New Economic Policy, introduced in 1971: the requirement that companies listing on the stock exchange sell 30 percent of their shares to ethnic Malays.
That requirement was scrapped for companies already listed on the stock exchange and reduced to 12.5 percent for initial public offerings. The requirement will remain in place for “strategic industries” like telecommunications, water, ports and energy.
Mr. Najib also said he would lower barriers for foreign investors. The government would eliminate a special vetting process for foreign companies wanting to invest in, merge or take over a Malaysian company, he said.
“The global economic crisis is amplifying the need to be a preferred investment destination,” he added.
Malaysia’s trade-dependent economy is expected to contract by 5 percent this year.



‘The Malays and Bumiputras are 65% of Malaysians. If they are not ready for this liberalisation, the Malaysia is not ready for the liberalisation. PM Dato’ Seri Najib should realise Malaysia should objectively realise its own existing talents and capital, to revive the economy.’
The problem is are these 65% OF Malaysian willing to put the 65% of effort? Most especially the UMNOputra only want handout with effort. They just want free lunch. Free wealth and share from the non Bumi’s business who is willing to put 110% effort to attain wealth. Wealth do not fall from the sky but it need hard work and effort. Those who is willing to work will get it.
Malays already got the 30% of wealth EVERY TIME a new business is public listed. The problem is the UMNOputra who got the share sale out the Malay by saling ALL share and keep the money for themselves only without the other poor Malay enjoy the fruit.
Regarding luring the best brain from overseas. DO you think those best brains who consistently rejected by the gov when they score the best result and still rejected for scholarship will come back to Malaysia while other countries like Singapore continuously offer them opportunity will come back? The answer is NO. These best brains are those rejected under the NEP policies. Singapore is one of the major countries who indirectly benefited from the NEP. As long as the NEP is in place, Singapore will have no worry of getting Malaysian best brains.
Have you spoken personally with any of these crossovers on whether they regret swopping citizenship of a land with the thousand smiles for a tiny island that REQUIRES everyone to work HARD from day zero to end of life?
Some Malaysians are happy with a simple lifestyle that does not require slogging just to survive a day. They are blessed with clean air, beautiful rivers and mountains, bountiful harvest and gardens. With minimal effort they are actually living the life of a much sought after resort-style living.
Malaysian BEST brains are still in Malaysia, it’s just that YOU do not know them for you to TRULY appreciate.
Judging from 2nd class comment, I can only assume that what he/she is actually saying is that Malaysian best brains are not Malay and most Malays are not competent.This is typical type of comment that we often hear from the non-malays in Malaysia, yet we the Malays are always the one that being label as racist but not them.
I am not really against this new liberalization approach made by our new PM as it can be one of the effective tool to revive our economy,but what I am afraid is that if any liberalization efforts are done without carefully taking the Bumi’s welfare into account, it will only resulted to more social imbalances in the future.
For example,I did copy the link of one job’s ad before in bigdog blog,which was posted by one of the biggest IT company in Malaysia which in the job details clearly stated that mandarin language is strictly compulsory.Surprisingly,our fellow 2nd class who speaks so much about merits defend this company as he said this company has no choice but to hire Chinese to increase their competitiveness.Maybe,we should ask 2nd class,why is that to be financial analyst in this country,ones need to be well-versed in Mandarin ?
What I’m actually trying to say is that,yes indeed,liberalization will boost our economy and hence increase more job opportunities in this country,but how much of this opportunities are available to be grab for the Bumi’s especially for the crucial type of job that required specific skills ? I am UiTM graduate with financial background and I have good grade too.But from my experience, before I get to my job right now in Maybank,when I went to job interview with some financial institution company then,often that the type of job that being offered to me are sales type of job like financial advisers/agent and back office job which I believe even SPM leavers can do similar type of work.Perhaps, this private company believe that the Malays only suit for this type of post?
Luckily in Maybank I get the chance to work in Investment banking side which I can say I am lucky to be able to learn so much right now in the industry that being well known dominated by the non-malays.Hopefully,this time with this new reform economic policy,Goverment has it plan to make sure that the Bumi’s interest are still remain intact in their agenda and not just making existing problems worse instead of better.
Why should the Malays forced to give-up all their rights to ungrateful “Bangsa Asing” in Malaysia? This is Malay Land. Do whatever best for the Malays, give whatever could to Malays. Hey, I am not anti-Malay. I am more sympathetic really. Sympathetic because there are a lot of them out there who actually believes the bullshit that UMNO espouses to them about them. I cannot believe any of the attributes that arise out of the assumptions about Malays apply to people like the host of this blog or Rocky or any number of my Malay friends whose personality, and whose individuality I can only envy and be proud that they would count me as a friend.

[1] Who have been your loyal voters – Malays or minorities?
[2] What are you doing now? To punish Malays to gain “unsure” votes from the minorities?
[3] Don’t you know that most of MCA and MIC representatives have been elected because of Malay voters?
