Malaysia’s First Submarine KD Tunku Abdul Rahman Arrives In Pulau Indah

 

PORT KLANG, Sept 3 (Bernama) — It was a historic moment for the nation when the Royal Malaysian Navy’s (RMN) first submarine, KD Tunku Abdul Rahman (TAR), arrived at KD Sultan Abdul Aziz Shah, the naval base in Pulau Indah, here, Thursday.

The Scorpene submarine, with 32 officers and crew members on board led by commanding officer Zulhelmey Ithnain, reached the jetty at 9.20am.

As the surfacing submarine, which were pulled by two tugboats, approached the jetty, some of its crew members were seen waving at the waiting crowd.

Present to witness the submarine’s arrival were Yang Di Pertuan Agong Tuanku Mizan Zainal Abidin, RMN’s captain-in-chief Sultan of Selangor Sultan Sharafuddin Idris Shah, Prime Minister Datuk Seri Najib Razak and his deputy Tan Sri Muhyiddin Yassin, and Defence Minister Datuk Seri Dr Ahmad Zahid Hamidi.

Also present to welcome its arrival were the Malaysian Armed Forces (MAF) chief General Tan Sri Azizan Ariffin, RMN chief Admiral Tan Sri Abdul Aziz Jaafar, Inspector-General of Police (IGP) Tan Sri Musa Hassan, foreign military officials and family members of the KD TAR crew.

Tuanku Mizan, Sultan Sharafuddin, Najib, Muhyiddin, Ahmad Zahid, Raja Muda of Selangor Tengku Amir Shah, MAF chief, RMN chief and the IGP were then taken into the nation’s first submarine for a visit.

After the visit, Tuanku Mizan launched the commemorative stamps and first day covers in conjunction with the submarine’s arrival in the country.

The stamps and first day covers were issued by Pos Malaysia Bhd in collaboration with the RMN.

The KD TAR commemorative stamps are sold at 30 sen and 50 sen each, and a complete set of the stamps and first day covers at RM33.10 at all post offices.

KD TAR sailed from Toulon, France on July 11 and took 54 days to reach Port Klang, making stops at Jeddah, Djibouti and Cochin on the 6,000 journey, which included 32 days of submersion and 10 days of surfacing.

It is one of two Scorpene submarines acquired by the Malaysian government to strengthen the RMN.

This Perdana Class Scorpene submarine has a complement of 31 men and able to carry a combination of highly sophisticated 18 Whitehead Alenia Blackshark torpedoes and/or MBDA SM 39 Exocet submarine launched anti ship missiles (six in the tubes and twelve on the arms rack). It has the capability to dive over 300 metres and the communications and combat systems is equivalent to the French Navy  nuclear submarines. Malaysia is the second user of the fully digital high technology coventional French designed and constructed submarine, after Chilean Navy. Indian Navy ordered six submarines based on the Perdana Class specifications. If fitted with the MESMA Air Independent Propulsion (MESMA-AIP), then the submerge capability is extended. The 66 metre submarine has an operational weight of 1,700 tonnes and range of over 6,000 nautical miles.

Almost two years ago, the first of two RMN’s strategic weapon completed the assembly in Armaris facility, Cherbourg Naval Dockyard, North France. The second Perdana Class submarine KD Tun Razak would complete sea trials and head home for Malaysia sometime early 2010. The Sepanggar Naval Base would be the permanent home for the submarine flotilla, along with the training submarine Agosta 70B Class named Ouessant.

This mark RMN’s embark into strategic weaponry and capability. When a naval force is backed by submarines, the operational reach and capabilities are far reaching. When the idea for the RMN to have the submarines was thought of and debated since the early 80s, it did not get then Prime Minister Dato’ Seri Dr. Mahathir Mohamad’s explicit approval till 1999. RMN is today ready to be operationalised not only within the South China Sea, but as far as East Indian Ocean and Sea of Japan. When there exist incursion threat via the sea, a nation with a submarine force would multiple the surface warfare capabilities by a factor of 10. For RMN, it means the two Perdana Class submarines would have the equivalent deterent factor which could be played by a combination of 20 frigates, corvettes and armed off shore patrol vessels. The Scorpene is by far the most technologically advanced conventional submarine in Asia.

Isu ‘Kuil Seksyen 23’: Agenda tersirat untuk menangguk diair keruh

Isu ‘Kuil Seksyen 23 Shah Alam’ menjadi makin rumit dan kontroversi. Kini DYMM Sultan Sharafuddin Idris Shah Selangor juga telah mengeluarkan titah mengenai isu yang ‘panas’ dan keperihatinan baginda sekiranya gagal diselesaikan, akan mengakibatkan konflik antara etnik.

 SHAH ALAM 2 Sept. – Sultan Selangor, Sultan Sharafuddin Idris Shah menitahkan Menteri Besar, Tan Sri Abdul Khalid Ibrahim mencari jalan terbaik bagi menyelesaikan isu cadangan pembinaan kuil di Seksyen 23 di sini bagi mengelak perselisihan kaum.

Setiausaha Sulit Sultan Selangor, Datuk Mohamad Munir Bani berkata, titah baginda itu disampaikan kepada Abdul Khalid dalam sepucuk surat bertarikh 24 Ogos lalu.

“Baginda juga telah menitahkan perkara itu pada sesi menghadap hari Rabu iaitu sebelum mesyuarat Exco berlangsung,” katanya dalam kenyataan bagi mengulas berita yang disiarkan Utusan Malaysia hari ini bertajuk Sultan Selangor diminta campur tangan.

Dalam laporan tersebut, beberapa pemimpin badan bukan kerajaan (NGO) meminta Sultan Selangor campur tangan isu kuil di Seksyen 23 di sini.

Isu tersebut bermula apabila penduduk di Seksyen 23 membantah cadangan pembinaan kuil di kawasan mereka yang majoritinya beragama Islam berbanding hanya 40 penganut Hindu.

Ekoran tiada jaminan daripada kerajaan negeri untuk membatalkan cadangan itu, kira-kira 200 penduduk bertindak mengadakan perhimpunan selepas solat Jumaat minggu lalu bagi menyatakan bantahan.

Keadaan bagaimanapun bertukar kecoh serta menjadi kontroversi apabila ada kalangan mereka yang menyertai perhimpunan itu membawa kepala lembu ketika berarak ke bangunan Setiausaha Kerajaan Negeri (SUK) di sini.

Sehubungan itu, pelbagai pihak termasuk dari luar negara mengkritik tindakan tersebut yang dianggap tidak sensitif dengan sentimen kaum dan agama.

Sebelum itu, Menteri Dalam Negeri Dato’ Seri Hishamuddin Tun Hussein semalam juga mengambil inisiatif untuk bertemu Persatuan Penduduk Seksyen 23 dan mengetahui hal sebenar, terutama memahami dan mendalami perasaan orang Melayu-Muslim selaku warga majoriti Shah Alam dan setempat, yang merasakan diri mereka di’anak tiri’kan Kerajaan Pakatan Rakyat Selangor.

Isu ini sebenarnya ialah perasaan amat tidak puas hati antara penduduk Seksyen 23 Shah Alam dan Kerajaan Pakatan Rakyat Selangor, yang dilihat terlalu ‘tamak-politik’ sanggup ‘mengadaikan emosi majoriti’ untuk menentukan kepentingan dan kehendak minoriti terpelihara. Realitinya, Persatuan Penduduk Seksyen 23 Shah Alam itu sendiri terdiri dari ahli parti komponen Pakatan Rakyat dan mereka sampai ketahap “Sudah terhantuk baru nak tergadah”.

Persatuan Penduduk Seksyen 23 Shah Alam ini sebenarnya pelbagai kali cuba menengahkan isu pembinaan kuil dalam kawasan majoriti Melayu-Muslim ini kepada Kerajaan Pakatan Rakyat Selangor. Malangnya, mereka tidak dilayan.  Sebagaimana kes ‘alkohol di Shah Alam’, kepentingan orang Melayu-Muslim Selangor menjadi agenda bukan keutamaan (priority) walaupun mereka majoriti berbanding perasaan minoriti. Kerajaan Pakatan Rakyat Selangor nampak lebih berminat menjaga hati dan perasaan pengundi Bukan Melayu.

Oleh demikian, kerana tidak dapat lagi menanggung kekecewaan, mereka bertindak untuk mengadakan demonstrasi aman Jumaat lepas untuk menarik perhatian agar isu ini diberikan liputan media. Kumpulan ini cukup bertanggung jawab apabila mereka mengakuri arahan Polis untuk berdemonstrasi secara aman dan teratur dan kumpulan yang berdemonstrasi itu tidak besar agar tidak dilihat sebagai usaha provokatif. Malangnya, ada pihak membawa kepala lembu itu disaat akhir sebagai simbol menolak Kerajaan Pakatan Rakyat Selangor yang gagal memperjuangkan aspirasi rakyat sebenar (sebaliknya melacurkan emosi majoriti semata mata politik dikalangan minoriti), diluar perancangan asal demonstrasi.

Namun demikian, apabila demonstrasi kumpulan ini menerima kritikan pelbagai pihak kerana disifatkan sebagai ‘menghina etnik India” (lembu disifatkan sebagai binatang suci penganut Hindu), mereka secara sendiri mengambil inisiatif berusaha untuk meredakan keadaan. Selasa 1 Sept 2009, kumpulan ini bertemu dengan Hindu Sanggam untuk mencari jalan penyelesaian. Ini merupakan satu hari sebelum Menteri Dalam Negeri Hishamuddin Hussein bertemu kumpulan ini.

Namun demikian, ada pihak ingin menangguk diair keruh dalam isu ini. Kini Kerajaan Persekutuan dan Polis pula dipersalahkan kerana dilihat ‘gagal menyelesaikan isu’, termasuk mengheret mereka yang terlibat ke muka pengadilan. Pakatan Rakyat Selangor dengan cepat mengambil peluang pertemuan dan sikap perundingan Menteri Dalam Negeri Hishamuddin dengan Persatuan Penduduk Seksyen 23 Shah Alam semalam sebagai modal politik untuk mendesak agar Naib Presiden UMNO itu dipecat dari Kabinet dan Kerajaan.

Pakatan wants Hishammuddin sacked

SHAH ALAM, Sept 3 — Selangor Pakatan Rakyat leader Xavier Jayakumar demanded Datuk Seri Hishammuddin Hussein to be sacked or step down from the Cabinet after the home minister appeared to favour those linked to last week’s cow-head protest.

Jeyakumar chided the Umno vice-president for interfering in police investigations by talking to those suspected of carrying out the bigoted Hindu temple protest, as cows are sacred in Hinduism.

“We ask for him to step down or be sacked as minister of internal affairs as he has broken the trust placed in him by Malaysians,” the Selangor state executive councillor said in a statement.

He noted that Hishammuddin had met with “a group who has no respect for other Malaysians and worse still, defends them, forgetting that he is the Minster of Internal Affairs of all Malaysians”.

 “Can we now accept that anyone who is disrespectful of other Malaysians and is still under investigation, will be heard by the Minister himself,” the PKR man asked.

 Other Pakatan Rakyat leaders have accused Umno of being behind the protest by Section 23 residents who are against the relocation of the 150-year-old Sri Mahamariamman temple from Section 19. The residents claim their area is a Malay-Muslim majority neighbourhood although the state says there is a significant presence of Hindus there.

In a sarcastic aside to the home minister, Jeyakumar said, “Hey — all you thieves, murderers, rapists, corrupt officials and whoever else can now turn to Hishammuddin before the Attorney-General decides what to do.”

He added that Hishammuddin had in the past “waved his keris inciting bloodshed, supported the arrest of lawyers who went to defend those detained by the police, arrested 580 people (this is a record) for standing up for their rights to protest against the ISA and now defends a group who is prepared to bring about racial unrest and bloodshed”.

“This shows that he has utter disrespect for the rule of law and uses his position and power for his own political gain,” he added.

Prime Minister Datuk Seri Najib Razak said yesterday it was up to the Attorney-General and police to decide prosecution, brushing aside his cousin’s views of a possible solution that could prevent legal action.

 

An outraged Najib ordered police to take action after the residents carried the severed cow-head to the Selangor state secretariat last Friday to register their protest as riot police stood by.

 Noting Hishamuddin’s support for the Section 23 residents which he said flies in the face of Najib’s 1 Malaysia concept, Jeyakumar asked “Do minorities have a right to pray, build a place of worship and live peacefully with other Malaysians, or does Umno and the Barisan [Nasional] prescribe that we build our places of worship in the heart of a jungle, where we will be out of sight and this is safe for Barisan?

“We teach our children [the] Rukun Negara, moral studies in school, but how do we explain to a child that toleration is important when such hatred and irresponsible behaviour is supported by national leaders?”

While the Selangor government will hold a town hall meeting with Section 23 residents this Saturday, Jeyakumar asked for tolerance, goodwill and a spirit of give-and-take among the neighbours there to solve the issue soon.

Mengenai pertemuan dengan Menteri Dalam Negeri Hishamuddin Hussein semalam, jelas Persatuan Penduduk Seksyen 23 Shah Alam mengambil pendekatan perundingan dan berkerjasama dengan pihak berkuasa, dan bukan militan, sebagaimana mana mana demosntrasi yang ditaja Pembangkang sebelum ini. Kumpulan ini telah pun dikecewakan Kerajaan Pakatan Rakyat Selangor sebelum ini, dan ahli parti komponennya sendiri merupakan jawatan kuasa bertindak dalam isu ini.

Persoalanya sekarang, kenapa setelah Menteri Dalam Negeri Hishamuddin bertemu Persatuan Penduduk Seksyen 23 Shah Alam, baru Kerajaan Pakatan Rakyat Selangor baru bertindak untuk mengadakan ‘pertemuan dewan bandaran’ (town hall meeting)?

Amat jelas bahawa Pakatan Rakyat Selangor, terutama Kepimpinan PKR sebenarnya hanya berminat untuk bermain politik, menangguk diair keruh dan memperkudakan keadaan, termasuk memutar belitkan fakta dan situasi, semata mata untuk melacurkan sokongan politik terutama golongan minoriti kepada mereka. Cara Malaysian Insider mengganguk diair keruh ini jelas bahawa pendukung portal politik itu sebenarnya ada agenda tersirat pihak tertentu, yang mahu melihat negara ini kucar kacir untuk mereka merampas kuasa.

Kalaupun ada pihak yang perlu ditahan bawah Akta Hasutan dahulu adalah pemimpin Pakatan Rakyat dalam episod Perak, sepanjang tujuh bulan ini dan episod menyalahkan SPRM dalam kes kematian Setiausaha Politik DAP (yang dikaitkan dengan Penjenayah Kongsi Gelap) Teoh Beng Hock! Isu ‘sandiwara’ Pemimpin Agung Pakatan Rakyat juga perlu perhatian!
