It has been nine solid days since Minister of Information, Communications and Culture Dato’ Seri Utama Dr Rais Yatim Ph.D threatened to make a report with the Malaysian Anti Corruption Commission (MACC) and still non avail.

PETALING JAYA: Information, Communication and Culture Minister Datuk Seri Dr Rais Yatim has yet to make good on his threat to lodge a report with the Malaysian Anti-Corruption Commission (MACC) on what he has described as baseless claims of his son being one of the beneficiaries of a RM1 billion grant to nine telcos through his ministry.

An MACC spokesman told The Malay Mail: “We have not received any reports from the minister on this issue.

“He has yet to ask us to investigate the bloggers concerned and this was clarified by our director Datuk Ahmad Khusairi Yahaya.”

Rais had earlier said he would lodge a report with the MACC to investigate the claims against his son which had been posted on Internet blogs.

The reports were supposed to have been lodged with the MACC against bloggers Taikors and Taikuns (TnT) and bigdogdotcom.

Meanwhile, TnT blogger, identified only as Tony, told The Paper That Cares: “We at TnT were alerted to the issue by a source and we will do anything to protect this source. As bloggers, we have our way of verifying claims.

“The minister mentioned we made allegations, but that is not true. We certainly did not mention anybody doing anything, It was a teaser and not intended to harm anybody.

“The minister can go ahead and make a report against us, but we don’t care.”

It had been reported earlier that RockyBru blogger Datuk Ahiruddin Attan was called up by the Malaysian Communications and Multimedia Commission to assist in investigations on his blog entry: “Who gets Santa Rais’ RM1 billion handout?” dated Oct 9.

Also, Zakir Mohamad of Bigdog.com had said any report Rais planned to lodge would not serve any purpose and that he should expect negative remarks as he was a public figure.

He also made a similar threat to lodge a report with the Police for Datuk Ahirudin “Rocky” Attan’s article “Santa Rais” in the same breadth and he did execute that within 24 hours. That was eight days ago and since then Rocky been questioned by the Minister’s Communication and Multimedia Commission investogators twice and had the Police confiscate his ‘Ferrari’ and streamyx modem from his Puchong home.

RAIS: Claims no family members are associated with any dealings

PETALING JAYA: Minister of Information, Communications and Culture Datuk Seri Rais Yatim yesterday denied claims his son’s telecommunication company was one of the beneficiaries of the ministry’s RM1 billion grant to improve broadband access within the nation.
When contacted by The Malay Mail, Rais replied via SMS text: “I have no nexus whatsoever in response to the alleged claims made by Taikors and Taikuns (TnT), a business blog and bigdogdotcom.

“I categorically deny it and regard the blog story as a means of character assassination.”

The bloggers posted claims of Rais’ son was beneficiary of this government grant to nine telecommunication corporations to develop the access of connectivity in Malaysia.

The grant, made via the Malaysian Communications and Multimedia Commission (MCMC), is intended to achieve a 50 per cent broadband household penetration rate.

The 2.6GHz spectrum would be made for allocation in January 2013.

Rais said: “I state that in my 40 years of public service, I have never availed nor allowed myself to indulge in acts associated with those false and wild allegations.

“No members of my family are even remotely associated with those slanted and ill-intended allegations, and will forthwith assert my rights under the law and report the matter to the Malaysian Anti-Corruption Commission (MACC) so that an investigation could be under way.

“It is sad and unfortunate to find the blog also adversely speculated and alleged wrongdoing of the ministry’s secretary-general and other public servants.

“I will make a police report in reference to the false news raised by the bloggers.”

We welcome this intention to make the report.

But Rais, where is your MACC report?

MACC would be compelled to investigate all the dealings with regards to MCMC and all agencies under Ministry of Information, Communication and Culture, which include awards of contracts and grants. Not only the Minister’s role in such exercises but officers within the Ministry as well. It is the best mechanism for ‘Transparency’, which what our posting on the 8 October was all about and Datuk Rocky linked to his famed Rocky’s Bru blog.

Why Rais have yet gone to the MACC and lodge his report, like he threatened to? What is he waiting for?

We were told Rais keeps telling officers in his ministry, Berani kerana benar. Even lame reply by Abdul Haq published on Saturday 16 October 2010 in response to Shamsul Akmar’s article was about Rais’s echo.

Since Rais have yet lodge the Police, how about members of the public lodge the report to MACC?

This episode grabbed too many attention across the nation. Even to Prime Minister Dato’ Seri Mohd. Najib Tun Razak’s and Deputy Prime Minister Tan Sri Muhyiddin Mohd. Yasin’s responses were made known here in the cybersphere. Soon enough the public would demand the end game of this episode. In the film “Untouchables”, the character Al Capone played by Bob De Niro said an interview with the press, “Wait till the fight is over, one man left standing, That’s when you know the who is the winner”.

We don’t intend not to be able to stand upright when the fight is done…..

BTW, in case Rais failed to notice, over there are over 40 pro-Government bloggers postings all over the bloggosphere against him. All these within a week. Never before this lot lambasted so strong and intensely against a Cabinet Minister in this short period of time.

Saudara-saudari sidang perwakilan dan para pemerhati sekalian

1. Marilah kita dahului dengan sembah tahmid kesyukuran ke hadrat Allah s.w.t. atas nikmat kurniaan-Nya bagi membolehkan kita bersama-sama untuk menyempurnakan Majlis Perasmian Serentak Persidangan Perwakilan Wanita, Pemuda dan Puteri Pertubuhan Kebangsaan Melayu Bersatu (UMNO) bagi tahun 2010 pada malam ini.

2. Inilah kemuncak pertemuan para perwakilan daripada tiga sayap penting parti UMNO dari seluruh pelusuk tanah air bagi menzahirkan suara akar umbi, yang mahu melihat bangsa dimartabatkan, Islam didaulatkan, negara dipertahankan dan perjuangan parti berkelangsungan. Inilah perhimpunan yang mewakili suara rakyat – suara keramat. Inilah perhimpunan yang mempasakkan muafakat perjuangan.

Pisang sesikat sayur sebelanga

Tanda muafakat makan bersama

Gunung yang tinggi sama didaki

Lurah yang dalam sama dituruni

Hati gajah sama dilapah

Hati kuman sama dicicah

Alang-alang menyeluk pekasam

Biar sampai ke pangkal lengan

3. Setahun yang lalu saya berdiri di sini di hadapan saudara dan saudari membicarakan tentang kepentingan wahdah atau kesatuan dalam usaha kita untuk menggalas tuntutan perubahan. Kita mulakan langkah perubahan dengan wahdatul fikr (kesatuan minda) untuk memahami aspirasi orang Melayu dan rakyat seluruhnya, dalam suasana landskap politik yang sedang berubah; kita perkukuhkan wahdatul qalb (kesatuan hati) untuk bersama-sama menghayati nilai politik luhur yang disanjung oleh rakyat; kita perteguhkan wahdatul amal (kesatuan tindakan) untuk melaksanakan gerakerja mendekati rakyat secara kolektif; dan kita bulatkan wahdatul hadaf (kesatuan matlamat) untuk menjayakan hijrah jiwa dan sikap bagi melahirkan para pejuang UMNO yang kukuh iman dan taqwanya, utuh nilai moral dan etikanya.

4. Alhamdulillah, hari ini UMNO telah mula berubah. Telah wujud kesedaran baru dalam minda kepimpinan dan ahli-ahli parti, baik dari segi psikologi dan gerakerja. Telah berlaku perubahan dalam gaya kepimpinan, pindaan terhadap perlembagaan parti, transformasi dalam kerajaan yang diterajui, pendekatan baru  pengurusan ekonomi pertiwi  dan kesedaran baru tentang hubungan kaum melalui Barisan Nasional.

5. Dalam nafas semangat kesatuan dan perubahan ini juga, marilah kita menjengah kembali bagi menghayati matlamat asal perjuangan UMNO seperti yang termaktub dalam perlembagaan parti. Fasal 3 Perlembagaan UMNO menegaskan bahawa “UMNO adalah sebuah parti politik yang berjuang mendukung cita-cita Kebangsaan Melayu demi mengekalkan maruah dan martabat bangsa, agama dan negara”. Ini termasuklah (i) mempertahankan kemerdekaan dan kedaulatan negara; (ii) mendukung dan mempertahankan Perlembagaan Negara, Perlembagaan Negeri-Negeri dan Raja Berperlembagaan; (iii) menegak, mempertahan dan mengembangkan Islam, agama rasmi negara serta menghormati prinsip kebebasan beragama; (iv) mempertahankan kedaulatan rakyat dan keadilan sosial demi mengamalkan sistem Pemerintahan Demokrasi Berparlimen serta memajukan ekonomi rakyat Melayu dan Bumiputera khasnya dan rakyat Malaysia amnya; (v) menjamin kedudukan Bahasa Kebangsaan (Bahasa Melayu) sebagai bahasa rasmi yang tunggal dan Kebudayaan Kebangsaan yang berteraskan Kebudayaan Melayu; dan (vi) mewujudkan kerjasama antara kaum bagi melahirkan satu bangsa Malaysia yang kuat dan bersatu berasaskan kepada hak-hak asasi manusia dan hak-hak istimewa orang Melayu dan Bumiputera.

6. Merenung kembali asas penubuhan parti ini, akan membolehkan kita membuat penegasan semula, dan mengingatkan ahli-ahli dan seluruh warga, khususnya generasi muda, bahawa UMNO adalah sebuah wadah politik yang mempunyai prinsip perjuangan dan idealisme yang murni, namun tetap pragmatik dalam pendekatannya. Meskipun UMNO sebuah parti yang besar dan  bertunjang kepada kebangsaan Melayu-Islam, namun sifat keadilan, akomodatif dan inklusif Melayu itu, tidak pernah mengkhianati atau menzalimi kaum atau agama lain yang bernaung di bawah politik Melayu.

7. Ini berbeza dengan sikap parti-parti pembangkang. Mereka tidak mempunyai landasan perjuangan. Sebab itulah, setiap kali mendengar dentuman guruh politik di langit, maka tiap kali itulah juga mereka bergegas membuang air di tempayan, merubah citra dan pendekatan, sehingga melupakan matlamat asal parti masing-masing. Mereka caca marba, seperti sesumpah yang kerap bertukar warna, sanggup menjadi penglipur lara, yang mendongengkan cerita. Matlamatnya mudah, semata-mata untuk mendapatkan laba politik yang sementara sifatnya, hingga sanggup menggadai maruah negara, menjadi pengkhianat di pentas antarabangsa, dan mencerca sesama bangsa. Kepada mereka kita ingatkan pesanan Pak Hamka:

Berapa pula penjual negeri
Mengharap emas perak bertimba
Untuk keuntungan diri sendiri
Biarlah bangsa menjadi hamba

8. Ada di kalangan mereka yang segan silu untuk berbicara mengenai matlamat parti mereka. Takut kalau-kalau hilang sokongan rakan dan penyokong yang baru. Malah mereka sanggup berdolak dalih. Kepada penyokong setia berkata lain, kepada rakan baru berkata lain. Walaupun berbeza pandangan dan prinsip dalam banyak perkara, mereka sanggup berdiam diri dan mengalah saja. Malah mereka memberikan pelbagai alasan untuk membela rakan-rakan bersekedudukan. Dulu musuh ketat, dituduh kafir dan keparat, kini jadi sahabat, dipeluk rapat-rapat. Berlumba-lumba mereka membongkar korpus-korpus perbendaharan politik Islam bagi menghalalkan tahalluf siasiy– persefahaman politik sementara bagi mencapai matlamat sebenar; menggunakan kaedah sirr – merahsiakan niat sebenar dan matlamat perjuangan; serta prinsip maslahah siasah – melakukan sesuatu demi kepentingan politik.  Ada pula yang  sanggup berpegang kepada konsep taqiyyah – berpura-pura bagi menyembunyikan matlamat utama yang hendak dicapai. Tindakan mereka ini tidak ubah seperti pepat di luar runcing di dalam.

9. Mengapakah perkara ini boleh terjadi? Apakah rakan-rakan baru mereka sudah berubah prinsip? Apakah rakan-rakan baru ini sudah mula menyokong matlamat parti mereka? Apakah rakan-rakan baru ini benar-benar ikhlas untuk bersahabat? Jawapannya kita semua tahu – tidak sama sekali. Jauh panggang dari api. Rakan-rakan baru ini masih memusuhi matlamat yang mereka dokong dahulu; masih tegar menolak syariat Islam; masih kuat memusuhi negara Islam; masih alergik dengan perkataan dakwah Islam; masih tebal faham sekularisme; masih sarat dengan cauvinisme yang mewujudkan kebencian sesama umat. Tetapi mengapakah mereka sanggup bersekongkol dengan rakan-rakan baru ini? Jawapannya mudah. Kuasa. Bagi mereka kuasa politik adalah segala-galanya.

10. Permainan politik ini tidak akan membawa apa-apa keuntungan. Kuasa yang diperolehi cuma sedikit sahaja. Malah mereka tidak boleh berbuat apa-apa pun untuk melaksanakan agenda parti, kerana kelangsungan kuasa mereka bergantung kepada sokongan orang lain. Lama-kelamaan penyokong sendiri sedar bahawa parti yang mereka sokong, pemimpin yang mereka dokong, tidak boleh melaksanakan cita-cita mereka. Parti itu menjadi lemah kerana penyokong tidak lagi bersama mereka. Untuk mempertahankan kuasa yang sedikit, mereka semakin bergantung kepada sokongan parti lain. Tiada lagi roh perjuangan. Yang ada cuma sekelumit kuasa yang kehilangan makna. Pokoknya, parti ini menjadi hamba kepada kuasa.

11. UMNO tidak begitu. UMNO tetap istiqamah dengan sumpah perjuangan. UMNO tidak pernah tergelincir daripada landasannya. Benar, perubahan politik membawa pembaharuan dalam pendekatan; tetapi ianya sama sekali tidak mencabut roh perjuangan dari jasad dan sanubari UMNO. Roh perjuangan tetap mekar dalam sanubari UMNO; dan terpancar dalam setiap tindakan dan pendirian parti. Bagi UMNO, kuasa hanyalah alat untuk mencapai matlamat perjuangan parti yang murni.

12. Kuasa tidak bermakna jika jiwa perjuangan tercabut dari jasad dan sanubari parti. Apabila UMNO menegaskan tentang kepentingan mempertahankan kuasa politik, ianya tidak lain dan tidak bukan semata-mata untuk menegakkan perjuangan parti. Yakinlah, bahawa UMNO tidak akan berganjak daripada landasan perjuangannya yang asal, yang difahami oleh keluarga besar Barisan Nasional. Kita tidak mahu menjadi parti yang lemah semata-mata kerana terpaksa tunduk kepada kehendak orang lain. Bagi UMNO, mempertahankan perjuangan membela agama, bangsa dan negara adalah prinsip awlawiyat (keutamaan) yang paling besar. Pokoknya, UMNO tidak pernah dan tidak akan menjadi hamba kepada kuasa.

UMNO Cerita Kejayaan

Saudara dan Saudari,

13. Sepanjang usianya, UMNO tidak pernah diam sebagai parti politik yang statik dan jumud. UMNO telah melalui proses perkembangan dan kematangan sebagai sebuah wadah politik yang sentiasa relevan dengan semangat zaman dan citra rakyat. Sebagai parti yang menerajui pemerintahan, UMNO telah berjaya membawa Malaysia melalui pelbagai fasa pembangunan sosio-ekonomi yang telah memberi manfaat besar kepada rakyat. Sejarah 53 tahun UMNO menerajui negara sarat dengan bukti-bukti kejayaan. Dari segi pembangunan ekonomi, Malaysia telah bangkit daripada sebuah negara bekas jajahan yang berteraskan ekonomi pertanian untuk berdiri megah sebagai negara perindustrian yang berkembang pesat. Kini, kita telah bersedia untuk mengorak langkah menuju ke ambang negara maju. Bukankah ini satu kejayaan?

14. Berkat kegigihan dan wawasan jauh kepimpinan UMNO, Malaysia juga telah berjaya mengatasi masalah kemiskinan tegar dan mewujudkan golongan kelas menengah yang besar. Anak-anak desa yang dahulunya dibelenggu kemiskinan, kini menetap di kota-kota besar dengan pendapatan yang lumayan. Anak-anak mereka hari ini tidak lagi dibelenggu kemiskinan malah mendapat peluang pendidikan dan ekonomi yang jauh lebih baik berbanding apa yang mereka terima dahulu. Bukankah ini satu kejayaan? UMNO juga telah berjaya mengekalkan kestabilan politik dan keharmonian kaum di Malaysia. Di beberapa buah negara majmuk yang lain, konflik kaum mudah meletus dan biasanya berakhir dengan pertumpahan darah. Namun, Alhamdulillah, berkat kebijaksanaan pimpinan UMNO dan parti-parti komponen Barisan Nasional dalam mengurus perbezaan, kita telah menerima perbezaan ras, budaya dan agama sebagai sumber kekuatan, bukan kelemahan. Bukankah ini juga satu kejayaan?

15. Pencapaian ini bukanlah ibarat “yang pipis datang melayang, yang  bulat datang bergolek”. Ianya adalah hasil kesediaan UMNO untuk menerima taklif kepimpinan negara sebagai satu pertanggungjawaban yang besar. Dalam sebuah negara pelbagai kaum, tanggungjawab UMNO yang paling utama ialah untuk memastikan formula politik yang diamalkan dapat menjamin kestabilan, keamanan dan perpaduan yang berkekalan.

Politik Melayu Inklusif

16. Atas dasar ini, UMNO sejak dari awal lagi telah memilih landasan perjuangan sebagai parti nasionalis Melayu yang inklusif. UMNO menerima hakikat kepelbagaian ras sebagai sesuatu yang fitrah dan sahih. UMNO mengakui bahawa dalam sebuah negara majmuk, kerukunan hidup hanya boleh dicapai sekiranya semua kaum mendapat jaminan hak yang sah dan berpeluang mengecap nikmat kemakmuran secara adil. Justeru itu, UMNO berjuang membela nasib bangsa Melayu dan memartabatkan agama Islam tanpa mengabaikan hak dan kepentingan kaum-kaum lain. Melalui Jawatankuasa Perhubungan Kaum (Community Liaison Committe) yang ditubuhkan sebelum merdeka, para pemimpin UMNO terdahulu, bersama dengan pemimpin MCA dan MIC, telah berunding untuk menentukan hak dan kedudukan kaum-kaum di negara ini selepas merdeka. Mereka berbincang secara jujur dan telus dengan satu tujuan iaitu untuk mencapai kesepakatan dalam membina sebuah negara majmuk yang merdeka dan bersatu padu.

17. Hasil daripada kesepakatan inilah maka terbentuk terma-terma kemerdekaan yang menjamin kedudukan istimewa orang Melayu dan hak-hak yang sah bagi kaum-kaum lain. Terma-terma ini, yang dirujuk oleh Allahyarham Profesor Tan Sri Ahmad Ibrahim sebagai “kontrak sosial dan perjanjian keamanan” antara kaum, adalah hasil kesepakatan dan jiwa besar pemimpin-pemimpin terdahulu untuk membentuk formula politik kerjasama kaum yang inklusif. Hak dan kepentingan kaum diperjuangkan dalam kerangka kefahaman bahawa semua kaum akan mendapat jaminan hak dan layanan yang adil dalam sebuah negara yang merdeka.

18. Dalam konteks ini, politik berasaskan kaum yang diamalkan oleh UMNO bukanlah satu bentuk politik perkauman atau politik rasis. Politik rasis bermaksud kita hanya mengutamakan kepentingan kaum sendiri dan menzalimi kaum-kaum lain. Parti yang mendakwa tidak berasaskan kaum boleh jadi amat rasis jika ianya zalim kepada kaum lain. Hakikatnya, sepanjang sejarah perjuangan UMNO, parti keramat orang Melayu ini tidak pernah menjadi parti yang rasis. UMNO sentiasa istiqamah dalam memperjuangkan hak Melayu sepertimana yang telah termaktub dalam Perlembagaan dan pada masa yang sama menghormati hak dan kepentingan kaum-kaum lain. UMNO tidak pernah membolot kekuasaan politik dan nikmat ekonomi untuk kaum Melayu sahaja. Pemimpin-pemimpin UMNO sedar bahawa berkongsi kuasa politik dan nikmat ekonomi dengan kaum-kaum lain adalah jalan terbaik untuk mewujudkan kemakmuran dan keamanan dalam sebuah negara majmuk.

19. Ini berbeza sekali dengan andaian pelbagai pihak luar dan dalam negara sejurus selepas merdeka, yang telah meramalkan kehancuran negara kita akibat kepelbagaian kaum, agama dan taraf ekonomi. Berkat kepemimpinan UMNO yang dinamik dan toleran, ramalan buruk ini tidak menjadi kenyataan. Sebaliknya, negara-negara jiran yang tidak semajmuk kita telah mengalami dan masih mengalami ketegangan kaum dan agama yang membawa kepada pertumpahan darah. Salah satu punca kejayaan kita ialah kita menyedari bahawa kesejahteraan ekonomi memainkan peranan penting untuk menjamin keamanan. Inilah yang dilakukan oleh pemimpin-pemimpin besar UMNO apabila mereka mengilhamkan Dasar Ekonomi Baru bagi memecahkan belenggu ekonomi penjajah. DEB berupa dasar pembangunan ekonomi yang menggabungkan penciptaan kekayaan dan pembahagian yang adil.

20. Berteraskan falsafah dan nilai politik Melayu yang inklusif ini, UMNO telah mencipta kejayaan besar dengan membawa negara kita keluar daripada belenggu ekonomi kolonial yang mencengkam masyarakat pribumi, kepada ekonomi nasional yang mementingkan pembangunan yang mapan dan pengagihan yang adil untuk semua kaum. Sejak dari awal lagi, pemimpin UMNO mengakui bahawa kejayaan Malaysia sebagai sebuah negara majmuk amat bergantung kepada kewujudan satu model pembangunan ekonomi yang inklusif di mana semua kaum dapat menikmati limpahan rahmat kemakmuran secara adil. Malah, pemenang Anugerah Nobel, Joseph Stiglitz dalam bukunya “Making Globalization Work” telah mengiktiraf bahawa kejayaan Malaysia mengekalkan keharmonian kaum selama ini adalah hasil kewujudan model pembangunan ekonomi yang komprehensif di mana semua kaum mendapat jaminan hak ekonomi yang adil.

21. Lantaran itu, kita tidak perlu apologetik apabila memperjuangkan hak dan kepentingan Melayu dan Bumiputera. Sejarah menjadi saksi bahawa apabila UMNO memimpin, bukan sahaja orang Melayu yang mendapat nikmat, malah semua kaum beroleh manfaat. Kita juga tidak perlu apologetik untuk mempertahankan identiti bangsa Melayu, bangga menjadi seorang Melayu, menjunjung adab dan tatasusila Melayu, mempertahankan warisan budaya Melayu, selagi mana kita berlaku adil kepada semua. Firman Allah s.w.t dalam surah Al-Hujrat, Ayat 13:

يَـٰٓأَيُّہَا ٱلنَّاسُ إِنَّا خَلَقۡنَـٰكُم مِّن ذَكَرٍ۬ وَأُنثَىٰ وَجَعَلۡنَـٰكُمۡ شُعُوبً۬ا وَقَبَآٮِٕلَ لِتَعَارَفُوٓاْ‌ۚ إِنَّ أَڪۡرَمَكُمۡ عِندَ ٱللَّهِ أَتۡقَٮٰكُمۡ‌ۚ إِنَّ ٱللَّهَ عَلِيمٌ خَبِيرٌ۬

Yang bermaksud: Wahai umat manusia! Sesungguhnya Kami telah menciptakan kamu dari lelaki dan perempuan dan Kami telah menjadikan kamu berbagai bangsa dan bersuku puak, supaya kamu berkenal-kenalan (dan beramah mesra antara satu dengan yang lain). Sesungguhnya semulia-mulia kamu di sisi Allah ialah orang yang lebih takwanya di antara kamu, (bukan yang lebih keturunan atau bangsanya). Sesungguhnya Allah Maha Mengetahui, lagi Maha Mendalam PengetahuanNya (akan keadaan dan amalan kamu).

22. Jelas dalam ayat ini manusia itu secara fitrahnya dijadikan berbagai keturunan dan berbangsa-bangsa. Tetapi ukuran sebenar kemuliaan seorang insan bukanlah ketaksuban kepada bangsanya, tetapi ketakwaan kepada Allah s.w.t. Dan sesungguhnya, berlaku adil kepada semua adalah tanda ketakwaan bagi orang-orang yang beriman. Firman Allah s.w.t. dalam Surah Al-Ma’idah, Ayat 8:

يَـٰٓأَيُّہَا ٱلَّذِينَ ءَامَنُواْ كُونُواْ قَوَّٲمِينَ لِلَّهِ شُہَدَآءَ بِٱلۡقِسۡطِ‌ۖ وَلَا يَجۡرِمَنَّڪُمۡ شَنَـَٔانُ قَوۡمٍ عَلَىٰٓ أَلَّا تَعۡدِلُواْ‌ۚ ٱعۡدِلُواْ هُوَ أَقۡرَبُ لِلتَّقۡوَىٰ‌ۖ وَٱتَّقُواْ ٱللَّهَ‌ۚ إِنَّ ٱللَّهَ خَبِيرُۢ بِمَا تَعۡمَلُونَ (٨)

Yang bermaksud: Wahai orang-orang yang beriman, hendaklah kamu semua sentiasa menjadi orang-orang yang menegakkan keadilan kerana Allah, lagi menerangkan kebenaran dan jangan sekali-kali kebencian kamu terhadap sesuatu kaum itu mendorong kamu kepada tidak melakukan keadilan. Hendaklah kamu berlaku adil (kepada sesiapa jua) kerana sikap adil itu lebih hampir kepada takwa dan bertakwalah kepada Allah, sesungguhnya Allah Maha Mengetahui dengan mendalam akan apa yang kamu lakukan.

23. Alhamdulillah, berkat wawasan kepimpinan UMNO selama ini, Malaysia bukan sahaja telah mengukir sejarah sebagai negara yang berjaya mengekalkan keharmonian kaum, kestabilan politik dan keamanan negara, tetapi juga telah berada dalam kelompok teratas dalam kalangan negara berpendapatan sederhana tinggi. Hari ini, di bawah kepimpinan YAB Presiden selaku Perdana Menteri, Malaysia sedang tekun meletakkan asas-asas yang kukuh untuk melangkah ke era baru kemajuan ekonomi, iaitu untuk muncul sebagai negara maju yang berpendapatan tinggi menjelang tahun 2020. Berdasarkan pencapaian inilah rakyat telah memberikan mandat kepada UMNO dan Barisan Nasional untuk memerintah. Dengan mandat ini juga, UMNO telah berjaya meneruskan agenda perjuangan politik inklusif yang menjadi kunci kepada kestabilan, kemanan dan kemakmuran negara.

Memperkukuhkan Perpaduan

Saudara dan saudari,

24. Cabaran yang dihadapi oleh UMNO seterusnya ialah bagaimana untuk mengekalkan kejayaan dan memperkukuhkan perpaduan. Kunci kepada kejayaan UMNO selama ini ialah kebijaksanaannya dalam mengurus hubungan kaum dan mengekalkan kestabilan politik. Namun hakikatnya, kita tidak pernah sunyi daripada berhadapan dengan isu-isu yang menyentuh sensitiviti kaum. Walaupun secara umumnya hubungan kaum di Malaysia berada di tahap yang baik, namun masih kedengaran suara-suara yang mempersoalkan hak-hak keistimewaan Melayu dan Bumiputera, serta hak-hak yang sah bagi kaum-kaum lain. Sekiranya tidak diurus dengan baik, keadaan ini akan menimbulkan persepsi dalam kalangan masyarakat pelbagai kaum bahawa kedudukan dan hak mereka yang dijamin oleh Perlembagaan semakin terhakis.

25. Debat perkauman dalam masyarakat juga semakin merumitkan keadaan. Perdebatan tentang isu perkauman tanpa batasan boleh menimbulkan provokasi yang membakar sentimen perkauman. Kita tentu sekali tidak mahu percikan api kemarahan akhirnya menjadi letusan yang memusnahkan segala nikmat keamanan, kemakmuran dan perpaduan yang telah kita bina. Sanggupkah kita menggadaikan segala nikmat yang kita kecapi semata-mata kerana amarah perkauman? Hakikatnya, tiada siapa yang beruntung sekiranya perbalahan bermaharajalela. Kalah jadi abu, menang jadi arang.

26. Justeru, perasaan curiga antara kaum mesti dibendung segera. Debat perkauman mesti dihentikan, bukan esok atau lusa, tetapi sekarang. Jangan ada mana-mana kumpulan yang mempersoalkan hak keistimewaan Melayu dan Bumiputera, serta hak-hak yang sah bagi kaum-kaum lain, seperti yang termaktub dalam Perlembagaan. Hormatilah dan terimalah keluhuran Perlembagaan yang telah meletakkan asas-asas bagi negara kita. Saya yakin dan percaya, bahawa rasa curiga antara kaum akan dapat diatasi sekiranya semua kaum mendapat jaminan bahawa hak-hak mereka yang telah termaktub dalam Perlembagaan akan dipertahan dan dihormati dalam apa jua keadaan sekalipun.

27. Kepada orang Melayu dan Bumiputera, saya menegaskan bahawa UMNO sebagai parti teras Melayu, akan terus mempertahankan hak-hak keistimewaan Melayu dan Bumiputera, kedudukan agama Islam, kemuliaan institusi Raja-Raja Melayu, kedudukan Bahasa Melayu dan memastikan orang Melayu dan Bumiputera mendapat pembelaan sosial dan ekonomi yang seadil-adilnya.

28. Kepada kaum-kaum lain, UMNO sebagai parti teras kenegaraan tetap mengormati hak kaum-kaum lain sepertimana yang termaktub dalam Perlembagaan. Sebagai sebuah parti politik Melayu yang inklusif, dan berdasarkan rekod perjuangan UMNO selama ini, UMNO akan terus memastikan bahawa, di bawah teraju UMNO, tidak ada satu kaum pun yang akan ketinggalan dalam menikmati rahmat pembangunan dan kemajuan negara.

29. Saya sedar, ada pihak yang menjanjikan bulan dan bintang kepada kaum-kaum di negara ini. Mereka hanya berjanji. Sedangkan UMNO telah mengotakan janji. Kita telah buktikan selama ini bahawa di bawah teraju UMNO, semua kaum mendapat jaminan hak yang adil. Di banyak negara bekas tanah jajahan, bangsa majoriti mendominasi kaum minoriti dengan memaksa mereka mengasimilasi, di mana mereka tidak dibenarkan mengamalkan bahasa, budaya dan agama mereka. Sebaliknya, di Malaysia, melalui UMNO, para pengasas negara kita telah memilih dasar yang inklusif, yang menerima dan memberi layanan yang adil kepada semua kaum. Inilah bukti keadilan dan keterangkuman UMNO.

Gagasan 1Malaysia

30. Selaras dengan pendirian inilah, kita menjunjung Gagasan 1Malaysia yang dicetuskan oleh YAB Presiden sebagai satu gagasan perpaduan yang memberi jaminan hak kepada semua wargenagara berlandaskan prinsip-prinsip Perlembagaan dan Rukunegara. Gagasan ini akan mencetuskan kekuatan kita sebagai sebuah masyarakat majmuk yang bersatu padu. Dalam konteks ini, Gagasan 1Malaysia tidak menolak fitrah kepelbagaian identiti dan budaya kaum yang ada di negara kita, malah menegaskan kepentingan untuk menerima kepelbagaian sebagai sumber kekuatan. Gagasan 1Malaysia yang berlandaskan Perlembagaan dan prinsip penerimaan ini tidak membawa maksud penghakisan identiti atau hak mana-mana kaum, tetapi merupakan satu penegasan terhadap pengukuhan rasa kebersamaan dalam kalangan masyarakat majmuk dengan menerima kepelbagaian sebagai satu fitrah yang murni. Saya yakin dan percaya, gagasan berpandangan jauh YAB Presiden ini akan menangkap imaginasi rakyat pelbagai kaum dan membawa kita ke hadapan sebagai sebuah negara majmuk yang maju dan bersatu padu.

31. Kita juga sedar bahawa perpaduan Melayu adalah prasyarat kestabilan politik Malaysia. Perpaduan Melayu tidak boleh dilihat secara terpisah daripada perpaduan nasional. Perpaduan Melayu itu sendiri merupakan teras perpaduan nasional. Untuk itu, UMNO akan terus menerajui perjuangan untuk menyatupadukan bangsa Melayu dan umat Islam. UMNO akan berganding bahu dengan mana-mana pertubuhan bukan kerajaan Melayu dan Islam untuk memperkukuhkan perpaduan, menyemarakkan syi’ar Islam dan memastikan kestabilan politik terus terjamin.

Melangkah Ke Hadapan Dengan Keyakinan

32. Melangkah ke hadapan, orang Melayu juga perlu mengatasi segala kelemahan yang ada. Manakala UMNO tetap membela hak dan keistimewaan orang Melayu dan Bumiputera,  generasi Melayu dan Bumiputera hari ini dan masa hadapan tidak lagi boleh bergantung semata-mata kepada jaminan politik dan perundangan untuk maju. Ini kerana landskap politik dan ekonomi dunia sudah berubah. Ledakan maklumat dan teknologi komunikasi telah meruntuhkan sempadan politik dan ekonomi, dan menjadikan dunia semakin global. Dalam dunia yang semakin kompetitif hari ini, kesejahteraan ekonomi, sosial dan politik bangsa Melayu amat bergantung kepada kemampuan diri untuk bersaing dalam dunia tanpa sempadan. Transformasi ekonomi yang lebih terbuka bukanlah satu proses yang boleh diundur. Mahu tidak mahu, bangsa Melayu perlu lebih dinamis dan bersedia untuk melakukan anjakan minda yang signifikan. Bangsa Melayu mesti bermujahadah untuk meningkatkan kemampuan diri.

33. Dalam menghadapi realiti ekonomi berasaskan pengetahuan, yang dipacu oleh kekuatan modal insan, pembinaan modal insan Melayu yang berilmu dan berkemahiran tinggi adalah satu tuntutan. Gerakan kesedaran pendidikan di kalangan orang Melayu dan Bumiputera mesti diperhebatkan. Hanya dengan pendidikan orang Melayu dapat mengasah minda dan menggarap kemahiran untuk bersaing dalam dunia yang semakin mencabar hari ini. Pembudayaan ilmu akan menjadi kunci kepada kejayaan orang Melayu hari ini dan masa depan.

34. Tindakan afirmatif akan diteruskan dalam pelaksanaan Model Baru Ekonomi dan Program Transformasi Ekonomi untuk memastikan orang Melayu dan Bumiputera mempunyai tempat dalam proses transformasi negara ke arah menjadi negara berpendapatan tinggi. UMNO tidak akan berpaling daripada landasan perjuangannya untuk memajukan ekonomi Melayu dan Bumiputera. UMNO tidak akan ragu dan apologetik untuk memperjuangkan pengagihan ekonomi yang adil untuk orang Melayu dan Bumiputera. Namun saya tegaskan bahawa dimensi baru dasar tindakan afirmatif yang dilaksanakan adalah berteraskan kepada keperluan dan kelayakan. Hanya mereka yang benar-benar layak dan memerlukan sahaja akan dibantu. Begitu juga, peluang-peluang ekonomi akan terbuka luas buat mereka yang gigih berusaha. Sebaliknya, tidak ada ruang buat pengamal rent-seeking yang haloba untuk mengaut laba yang sementara.

35. Kita juga sedar bahawa perubahan landskap politik telah meletakkan nilai dan etika politik di suatu tempat yang amat disanjung tinggi oleh rakyat. Rakyat amat berharap agar pemimpin dapat mengamalkan nilai-nilai politik luhur seperti kejujuran, keihlasan, kebertanggungjawaban dan kesungguhan dalam melaksanakan amanah kepemimpinan. Bahkan, masa depan sesuatu organisasi politik akan ditentukan oleh sejauhmana nilai-nilai yang baik ini dapat diamalkan oleh para pemimpin dan ahli-ahlinya. Justeru, selaras dengan tekad kita untuk melakukan perubahan dan pembaharuan, dan untuk melangkah ke hadapan dengan penuh keyakinan, marilah kita pupuk dan suburkan nilai-nilai luhur ini dalam perjuangan politik kita, dan marilah kita lahirkan pemimpin-pemimpin yang berketerampilan, beretika dan berakhlak mulia. Saya pasti, jika setiap lapisan pemimpin dan ahli UMNO menjunjung nilai-nilai murni ini, UMNO akan dipandang mulia dan disanjung tinggi oleh rakyat. Ayuhlah:

Kita junjung amanah kepemimpinan

Kita selusuri haluan perjuangan

Kita tekad melakukan perubahan

Kita bawa sinar harapan

Peranan Pergerakan Wanita, Pemuda dan Puteri

Saudara dan saudari,

37. Pergerakan Wanita, Pemuda dan Puteri UMNO adalah sayap-sayap parti yang sentiasa setia kepada perjuangan parti, sentiasa bersedia untuk berkhidmat kepada parti. Saudara dan saudari tidak pernah jemu menjulang panji-panji parti di setiap medan perjuangan. Dalam setiap pilihanraya, dalam setiap program parti, saudara dan saudari sentiasa menjadi jentera penggerak utama. Pemuda dengan Jelajah One Malaysianya; Wanita dengan Jalinan Rakyatnya; Puteri dengan Voguenya; kesemua program ini telah digerakkan di atas kudrat dan iltizam saudara dan saudari. Untuk itu, tidak sempurna ucapan saya jika saya tidak mengucapkan syabas dan tahniah di atas kejituan semangat dan daya juang saudara saudari sekalian.

37. Saya juga percaya, dengan jumlah melebihi 2 juta orang, atau dua pertiga daripada ahli UMNO, Pergerakan Wanita, Pemuda dan Puteri adalah sumber kekuatan parti yang mesti diakui. Dengan jumlah sebesar ini, saudari dan saudari adalah masa depan parti yang menjadi harapan rakyat. Justeru, di samping melaksanakan tugas-tugas tradisi dan rutin dalam parti, saudara-saudari mesti lebih agresif dalam mengisi harapan rakyat yang lebih besar. Ini termasuklah harapan rakyat dalam bidang ekonomi, pendidikan, agama, kebudayaan, kesukanan, khidmat sosial, pembangunan keluarga, pemeliharaan alam sekitar dan hubungan kaum. Memang benar, selama ini saudara saudari telah melaksanakan sedikit sebanyak aktiviti dan bakti dalam bidang-bidang tersebut. Begitu juga, memang benar, ini adalah tanggungjawab kerajaan yang sedang pun dilaksanakan. Tetapi rakyat hari ini mahukan sentuhan parti dalam bidang-bidang tersebut. Inilah yang menyebabkan kita harus meningkatkan penglibatan sebagai pemimpin akar umbi dalam bidang-bidang ini.

Kad Skor

38. Untuk memastikan sentuhan parti dalam bidang-bidang ini dapat dirasai oleh masyarakat, maka ia perlu dilaksanakan dengan lebih tersusun dan sistematik. Lebih daripada itu, ia perlu dinilai untuk memastikan impaknya yang sebenar. Oleh yang demikian saya mencadangkan satu sistem Kad Skor diperkenalkan untuk menilai prestasi setiap lapisan kepemimpinan Pergerakan Wanita, Pemuda dan Puteri. Kad Skor ini akan menilai keterlibatan dan prestasi saudara saudari dalam bidang-bidang utama yang saya sebutkan tadi.

39. Dengan adanya Kad Skor ini, setiap pemimpin akan dapat dinilai prestasi masing-masing untuk tempoh dua tahun yang akan datang. Mereka yang menunjukkan prestasi tinggi akan diberikan pengiktirafan dan penghargaan yang sewajarnya.  Anggaplah inisiatif ini sebagai salah satu daripada usaha ikhlas kita untuk meningkatkan imej parti dan memperkukuhkan keyakinan rakyat terhadap parti.

40. Saya yakin sekiranya sistem ini dilaksanakan sepenuhnya, kita akan menyaksikan satu lonjakan baru dalam tahap keaktifan dan keberkesanan gerakerja saudara saudari. Saya yakin apabila ini berlaku, bukan sahaja sayap-sayap yang akan mengalami lonjakan, malah keseluruhan parti akan menerima kesan yang positif. Dan saya yakin saudara saudari mampu melaksanakannya!

41. Sesungguhnya, sayap-sayap parti mesti memainkan peranan yang lebih aktif dalam mendokong perjuangan parti. Lebih-lebih lagi, dalam suasana politik yang semakin mencabar hari ini, peranan sayap-sayap parti menjadi lebih penting lagi. Isu-isu dan segala tanggapan negatif yang dilemparkan terhadap UMNO perlu segera ditangkis. Malah, sayap-sayap parti mesti sentiasa berperanan secara lebih agresif untuk memperkukuhkan UMNO, dan membentuk pandangan positif rakyat terhadap UMNO. Saudara saudari bukan sekadar berada di barisan pertahanan, tetapi di barisan hadapan perjuangan parti.

42. Tugas kita besar dan cabarannya pun banyak. Pastinya, tugas besar ini boleh dilaksanakan dengan mudah dan berkesan jika kita semua bersatu hati dan berpadu tenaga dalam wadah yang utuh.

Kalau ke bukit sama mendaki

Kalau ke laut sama berenang

Kalau kita bersatu hati

Kerja yang berat menjadi senang

43. Justeru, saya menyeru kepada saudara saudari supaya merapatkan saf dan memperkukuhkan sayap-sayap parti. Jangan ada walau sekelumit perasaan amarah sesama kita. Jangan ada walau sedikit perasaan iri yang membinasakan. Jangan ada walau setitik perasaan dendam yang memusnahkan.

44. Yakinlah, bahawa saudara saudari berada pada landasan perjuangan yang benar. Yakinlah bahawa orang Melayu dan Bumiputera menaruh harapan yang tinggi kepada saudara saudari sebagai pelopor perjuangan UMNO. Yakinlah dengan sumpah setia kita bahawa UMNO tidak akan berganjak daripada landasan perjuangan membela agama, bangsa dan negara. InsyaAllah, jika kita terus istiqamah berada pada landasan perjuangan ini, kita akan sentiasa diberikan kekuatan oleh Allah s.w.t. untuk terus menjulang misi perjuangan suci UMNO.

45. Marilah kita memperkukuhkan kesatuan hati, memperteguhkan kesatuan minda, memperkuatkan kesatuan amal dan membulatkan kesatuan matlamat dalam wadah perjuangan suci UMNO. Marilah kita memberikan sokongan padu kepada YAB Presiden untuk menjayakan pembaharuan di dalam parti dan kerajaan. Marilah kita berikan keyakinan, kepercayaan dan kesetiaan yang tidak berbelah bahagi kepada YAB Presiden untuk memperkukuhkan parti dan mengangkat martabat perjuangan UMNO.

46. Saya menyeru saudara dan saudari:

Bangkitlah pertahankan parti!

Bangkitlah menjulang idealisme kita yang murni!

Bangkitlah memerangi segala fitnah dan pembohongan keji yang dilemparkan kepada parti!

47. Maralah ke barisan hadapan perjuangan! Julanglah panji-panji parti dengan penuh kemegahan dan keazaman! Jangan takut, jangan gentar. Allah bersama kita. La takhaf wa la tahzan, innaLlaha ma’ana.

Biggum Dogmannsteinberg officially under investigation

Minister’s Communication and Multimedia Commission investigation officers called me up and officially investigated me for the Police report made on Datuk Ahirudin “Rocky” Attan’s article “Santa Rais”, which linked mine.

The interview supposed to take place at 300pm.

Earlier today, Rocky posted about the luncheon that PM Dato’ Seri Mohd. Najib Tun Razak had with some pro-Government and pro-UMNO new media practitioners yesterday and he expressed his “Terkilan” (Disappointment) on the matter which Rais lodged a Police report against Rocky and “wished to have the matter solved amicably”.

I explained to them about the article and the motive was actually asking for transparency for any grants and/or contracts awarded under the Ministry of Information, Communications and Culture, to avoid any rumours being spread as the ministry’s activities are under watchful eyes of so many parties, including bloggers and new media practitioners.

The speed of the investigations is highly commendable. Considering it is just a rumour and comparatively to other new media works such as Namewee’s which borders on the lines of sedition. The fact so far about the case is that Rais lodged a Police report on 225pm 12 October at IPD Dang Wangi and by 400pm the same afternoon, MCMC investigating officers already called up Rocky for an interview the next day.

The officers whose department report to Rais were very professional and extremely courteous in their investigations. It seems that Rais’s campaign of ‘being courteous’ is being internalised. A statement was recorded and I signed for it. The investigation was under Section 256 of the Multimedia Act (1998).

Tun Dr Mahathir: Democracy should be reflective of the majority

Fourth Prime Minister Tun Dr Mahathir Mohamad said that democracy should be reflective of the majority and not pander to whims and fancies of the minority.

“Bullying a small country is the right way to do things. They are democratic within their own country but not with other countries. They are hypocrites and their policy becomes the policy of the world”.

“They (the West) use the might to rule”.

“Democracy failed in many countries. It is not necessarily good. In China, there is no democracy. But they progress well. In some countries which is democratic (changed leaders every two years), they see no progress”.

“Globalisation is only if we can go anywhere and settle down anywhere”, Tun Dr Mahathir Mohamad interpreting ‘Globalisation’, “Not just the free movement of capital”.

“The interpretation is only one side and they practice discrimination. The only want to use the free movement of capital to exploit poor countries”.

“Why not allowed 150 million Chinese, 100 million of Indians and 20 million of Indonesians move and work in the US and EU? They are very hard working people. There should be free movement of people just like the free movement of capital. Its only fair”

“Citizens of the world should sit down together and discuss and not just only some small group of people , especially the rich. Everyone should have the right to voice their opinion and that is true global democracy”.

“There is no democracy in the world. The logic makes no sense. If they can’t kill one person, then they should not kill 1,000 persons. Killing as a solution to resolve issues is primitive and barbaric. No country should have nuclear weapons. When they have issues, they should sit down and negotiate”.

On the topic of ‘Media Liberlaisation’, “Everyone carry a ‘broadcasting station’ in their pockets”.

“There is no ‘Freedom of Media’ anywhere in the world. Maybe Government cannot control the media, but other people is able to control media. The owners appoint the editors and not the public”, relating his experience that one of Rupert Murdoch’s newspapers once reported that he was bribed RM60,000 for a contract for a British firm.

When talking about blogging as part of new media, he spoke about ‘digital democracy’. “It can be controlled by Government using technology. We hope media to regulate itself but its a hopeless notion. It is extremely difficult”.

“Government should look seriously into these ‘Liberal Media’. There are many good ideas in the media. They should use this alternative media to understand the ‘feelings’ of the people”.

“Government should take heed what has been discussed and consider accordingly in their policies. Some people can be very critical”, said the most populars socio-political blogger.

“Democracy failed in many countries because they failed to deliver. It is not easy to deliver but some people make promises because they did not expect to win”.

“Anwar is now being charged with the same crime. It is the same Government who did not agree with me and released him in 2004 but later get him again for the same crime. They did not charge him for something else. Probably it could be true (that he did those crimes)”.

On the notion about the ‘Conspiracy’ against Anwar, “Conspiracy cannot be done by two people. You need more. You have to have the Police, AG, Judges, witnesses and many others to work together. Somebody must talk. Therefore ‘Conspiracy’ theory will not work (in Anwar’s case)”.

Bijaksana membatasi semangat ‘keberanian’

Satu artikel yang ditulis oleh Abdul Haq “Berani kerana benar” diterbitkan dalam Utusan Malaysia hari ini, sebagai respons kepada artikel penganalisa politik terkenal Shamsul Akmar Musa Kamal “Jernihkan kekeruhan dengan blogger”, yang disiarkan pada Jumaat 16 Oktober 2010.

TULISAN Syamsul Akmar (Kuala Lumpur) di ruang pendapat akhbar Utusan Malaysia pada 15 Oktober 2010 (Jumaat) bertajuk Jernihkan kekeruhan dengan blogger telah menarik perhatian saya dan menyimpulkan pendapat tersebut sebagai sinis, berat sebelah dan kurang arif mengenai sistem perundangan negara ini.

Membuat laporan polis adalah langkah terbaik bagi menentukan kesahihan sesuatu dakwaan daripada terus mempolimikkannya di dalam blog dan akhbar kerana ia takkan ada penyudahnya.

Berani kerana benar, takut kerana salah. Tak semua orang yang berani membuat laporan polis, melainkan dia benar-benar yakin bahawa dirinya di pihak yang benar.

Mengambil langkah menggunakan saluran polis untuk menyiasat sesuatu perkara tidak wajar disindir, malah patut dihargai kerana ia adalah saluran yang betul di bawah sistem perundangan negara.

Saudara Syamsul sepatutnya membiarkan pihak berkuasa menjalankan tanggungjawabnya bagi menentukan yang mana benar dan yang mana salah.

Menyindir seseorang yang menggunakan saluran yang betul bermakna Syamsul jelas menyokong perbuatan putar belit segelintir blogger yang kurang beretika dalam menyampaikan maklumat.

Adalah sangat tidak adil mengeluarkan kata-kata sinis kepada seseorang yang ingin membersihkan dirinya.

Syamsul Akmar sewajarnya menyokong tindakan Rais dalam hal ini.

Nampaknya Abdul Haq tidak nampak mesej yang cuba disampaikan Shamsul Akmar dan lebih berminat mempertahankan ‘keberanian’ YB Dato’ Seri Utama Dr. Rais Yatim Ph.D, sebenarnya tidak pernah dipersoalkan sesiapa. Memang jika seseorang itu yakin tidak bersalah, maka beliau wajar untuk ‘berani’, untuk “Membersihkan nama”.

Persoalan pokoknya apakah tindakan Rais membuat laporan Polis itu wajar dan sesuai, atas kedudukan beliau sebagai Menteri Kabinet yang mempunyai kuasa penuh dan seluruh jentera Penerangan peringkat nasional untuk membalas apa pun yang blogger tulis.

Sebagai rujukan, kami menyiarkan semula artikel Datuk Rocky yang telah dialih-bahasa dalam Bahasa Melayu:

Hari Krismas ialah masih lagi belum tiba melebihi dari dua bulan lagi, tetapi cakap-cakap mengenai ‘Santa’  sudah disinidalam bentuk Rais Yatim dan Kementerian Penerangan + Telco. Berapa jumlahnya? Hampir dengan RM 1 bilion, dengan ehsan pemain telekomunikasi yang sediada, termasuk Telekom Malaysia. Wang itu akan pergi ke tiga daripada sembilan syarikat yang telah diberikan izin untuk beroperasi Wimax dan 3G. Mengapa tiga syarikat? Tidak tahu. Syarikat tiga yang mana satu? Tidak tahu, tapi Big Dog mendengar beberapa rumour (khabar angin) yang mengganggu tentang seorang anak Menteri adalah terlibat sebahagian dari sembilan, atau tiga. Ada juga membicarakan tentang anak laki-laki atau anak lelaki seorang KSU dan Ketua Pengarah juga terlibat. Tapi bicara itu ‘murah’ dan ianya menjadi lebih ‘murah’ dari hari ke hari. T n T laman perniagaan juga mempunyai cerita, di sini.

Artikel ini jelas menunjukan orang ramai sedang ‘berbicara’ mengenai isu ini. Orang ramai juga ada ‘hak’ membicarakan isu isu seperti ini. Apabila orang ramai ‘membicarakannya’ ianya menjadi bahan bicara (talk) yang popular, maka pengamal media baru juga membawa perbincangan ini ke alam siber tanpa menuduh mana mana pihak.

Jika dikaji artikel yang disiarkan dalam bloggosfera termasuk blog ini, Rais dan/atau Kementerian Penerangan, Kommunikasi dan Kebudayaan didesak untuk mengamalkan ketelusan dalam sebarang projek yang ditawarkan, lebih lebih lagi grant.

Ini sebenarnya cara yang lebih baik membuktikan atau membersihkan nama bagi Rais dan/atau keluarganya dan pegawai Kementerian berbanding dengan laporan Polis. Ketelusan dan keterbukaan juga merupakan cara paling baik dan berkesan untuk mengelakan amalan korup, favourtism dan nepostism. Jika proses menimbangkan sebarang cadangan, tender dan penawaran kontrak dan grant dilakukan secara telus, maka tidak timbul ‘cakap cakap’ oleh orang ramai terutama dari industri terlibat. Bloggers terutama yang tersohor seperti Datuk Rocky semestinya tidak mahu kredibiliti beliau sebagai blogger yang dihormati dicalari dengan menyiarkan isu yang sememangnya melalui proses ketelusan dan keterbukaan.

Laporan proses perundangan (termasuk laporan Polis) juga merangkumi siasatan termasuk sudut teknikal mengenai posting, oleh siapa, alatan apa, dari mana dan bila perbuatan itu dilakukan. Maklumat sebegini sebenarnya tidak langsung dipedulikan oleh masyarakat bloggosfera dan pengguna alam siber Malaysia tetapi intipati. Maka laporan proses perundangan termasuk Polis menggunakan lebih banyak sumber bagi Rais untuk menyelesaikan matlamat “Membersihkan nama”.

Abdul Haq juga perlu menimbangkan bahawa laporan Polis tidak akan menyelesaikan apa apa sekiranya posting itu dilakukan dari luar negara dan tiada sisasatan boleh dibuat. Apatah lagi tindakan tidak boleh diambil kerana undang undang membatasi niat cara ini.

‘Tindakan keterlaluan’ (over reacting) akan hanya mengundang keadaan dimana Rais sebagai Menteri Kanan yang bertanggung jawab atas internet, pemimpin UMNO bertaraf veteran dan lulusan undang undang tahap kedoktoran dari United Kingdom akan menjadi bahan tawa dan jenaka-sindiran masyarakat, terutama yang celik IT dan melayari alam siber. Cara dan kelajuan siasatan oleh SKMM (salah satu agensi berada bawah Rais) juga membinggungkan berbanding dengan kes lain yang lebih serious seperti Namewee dan Helen Ang, yang ramai menggangap melampau batasan ‘menghasut’.

Ketirisan ‘kebijaksanaan’ mengakibatkan polemik ini makin berpanjangan dimana ada pihak pihak cuba mempertahankan ‘tindakan keterlaluan’ (over reacting) Rais dengan hujah yang lemah.

Jelas ‘KEBIJAKSANAAN’ bukanlah kemampuan dan nilai dikalangan mereka yang cuba mempertahankan tindakan Rais yang begitu ramai menganggap sebagai ‘tindakan keterlaluan’ (over reacting). Rais sebagai Menteri Kabinet yang sepatutnya mendekati masyarakat pengamal media baru Malaysia terutama bidang politik dilihat sebagai mengambil sikap ‘penentangan’ (adversarial). Ini bukanlah nilai ‘merangkumi’ (inclusivity) yang menjadi dasar dalam Gagasan ‘1 Malaysia’ PM Dato’ Seri Mohd. Najib Tun Razak.

Bloggers boycotting Galas & Batu Sapi

In the heat of so many reacting to Minister of Information, Communication and Culture Dato’ Seri Utama Dr Rais Yatim’s over reacting action of making a Police report against Supremo-Bloggo-Journo Datuk Ahirudin “Rocky” Attan’s posting of “Who gets Santa Rais’s RM 1 Billion handout” on Tuesday, it attracted overwhelming attention. It became a media news item which was carried by TV and all MSMs.

So many, be it politicians, journalists, members of the corporate world or even common friends shown termendous solidarity and support for what happened to Datuk Rocky.

Naturally, the bloggers came in full support of Rocky. It is just like and how bloggers of diverse interests and political standing came together when Rocky and Jeff Ooi were sued by Dato’ Kalimullah “Riong Kali” Hassan and NSTP in January 2007. The solidarity was so overwhelming that National Alliance of Bloggers (All Blogs) was formed on 12 April 2007.

Most of the strongest critics to Rais’s over-handed-ness and immature police report action are the pro-Government bloggers. They came out almost immediately in full force and attack mode on Rais’s action, the speed how the investigations developed and making comparisons against other cybersphere controversies which should be bordering more damning wrongdoings such as ‘sedition’.

One of the call was blogger Jailani Harun’s asking these bloggers to “Stay away from Galas and Batu Sapi by-elections”, as a sign of protest. Right wing bloggers especially this lot have had immense contribution in previous by-elections carrying electron-speed news from area of operations to the watchful eyes of political media consumers and addicts. They effectively dispel a lot of issues raised by the Oppositions when mainstream campaigns were almost ultra sluggish and via cybersphere managing nationwide perception on how BN was countering national issues including the controversies from the ground.

Bagan Pinang, Hulu Selangor and Sibu by elections demonstrated clearly the dedication and effectiveness of this small band of bloggers. Their resources deployed were far less than MSMs but proven highly effective.

Jai’s call created ripples throughout and even at Leadership level. They knew we were very serious because esprit d’corp is a virtue that bound these bloggers together and we stood by that code religiously for the last 40 months or so. Boycotting by-elections mean that BN is under handed on the cybersphere front and the Leadership knows very well that they could no longer ignore the blogging fraternity in their campaigns.

As such, this blogger have had a chance to meet up with Deputy Prime Minister Tan Sri Muhyiddin Mohd. Yasin within this week. He was very concerned on the development of Rais’s police report on Rocky. In our brief discussion, the UMNO Deputy President did express his personal disagreement on the over-handed-ness action and was cautioned on the repercussions that resulted from the police report made. This blogger conveyed to Muhyiddin that in the dismay of anger, it was the intention of our band-of-bloggers to “Boycott the Galas and Batu Sapi by-elections”.

Muhyiddin was quick to react and ask us not to take such actions. “Please help the party. This is not about Rais”.

He was right. This is not about UMNO. This is all about Rais making a police report as an individual. He happens to be MT UMNO member and Cabinet Minister in charge of information, which is supposed to include the cybersphere. Never the less, in this episode he took the adversarial instead of engaging approach. That is unbecoming of him, especially in the age of digital democracy and the role that blogs play in the mainstream politics.

Muhyiddin is one of the UMNO Leaders who understood what we could do for the party and the value of the cyber-political node in the current challenges of digital democracy which bloggers offer with dedication for him to execute his job as the Deputy President and Deputy Chairman of BN. He has been very open to engage bloggers throughout and even ever open to take our criticisms. For that, he earned termendous respect from this small pro-Government blogging fraternity and we value his leadership.

Thus, we the small band of bloggers shall just go against Rais on this. We shall heed Muhyiddin’s request and continue on our cyber-political role in the upcoming by-elections. Rais should learn how Muhyiddin managed to win our respect with his engagement approach and open-ness to embrace the power of digital democracy.

However, it is not without a condition. Our call for Muhyiddin as the UMNO Leader whose job is to ensure the operations of BN by-elections is that he better ensure that Rais will not turn up during the campaigns. If he does, then please don’t expect us to be there. Crude but very honestly, we loathe the sight of an educated and cultured man who cannot control his tantrums!

Then again, Rais must be able to tell beyond his private office’s circle that almost the whole country is mocking him for the police report he made against Rocky. There is even a call to ask Rais be sacked. In history, this is the second time a Cabinet Minister made a police report against ‘slanderous and malignant accusations’. The first time was a man name Anwar “Mat King Leather” Ibrahim in 1998, after Khalid Jaffri’s book “50 Dalil” was out. We all remembered what happened to him there on.

Notebook campaign for Datuk Rocky

 

 

The 'Ferrari' which the Police seized from Datuk Rocky and later handed over to MCMC

 

The Police confiscated Datuk Rocky’s Acer ‘Ferrari’ notebook and streamyx modem from his home in Puchong at 200pm yesterday, as part of the MCMC investigation on Rocky Bru’s Saturday 9 October 2010 posting “Santa Rais”. Minister in charge of Information, Communications and Culture Yang Berhormat Dato’ Seri Utama Dr Rais Yatim, Ph.D made a Police report on the piece with IPD Dang Wangi on Tuesday afternoon.

In the Police report No. 33606/10 lodged on 12 October 2010 at 14oohrs, Rais claimed:

1. Datuk Rocky’s innuendo was malicious in intent, which breached the Sect 233 of the Multimedia Act

2. He never regarded himself of his ministry as a “Santa”

3. He vehemently denied Datuk Rocky’s allegations which is smearing the good name of his officers

4. The acticle was published in Rocky’s Bru on 9 October 2010

Rais obviously missed the point. Rocky’s posting that linked the 2.6Ghz posting here in this blog and Taikors and Taikuns’ was about dispelling a rumour which so many people is talking about and asking for transparency, for any grants which his ministry or any of the agencies under his ministry were to disburse for the development of the WiMAX and 4G connectivity.

Chronology of events:

BigDogDotCom posted the 2.6GHz article first thing on morning of Friday 8 Oct 2010. Rocky’ Bru linked that posting on the evening of Saturday 9 October 2010.  On mid morning Monday 11 October, officers of Ministry of Information, Communications and Culture went helter skelter about these postings. Bloggers were deployed to hit against Rocky and BigDog. On the afternoon of the same day, mainstream media already quoted Rais as “character assassination” and ‘intention to make a Police report’ was made known. Less than 24 hours later a Police report was filed. Within two short hours, MCMC officers already called up Datuk Rocky to come in late morning Wednesday 13 October at their Cyberjaya headquarters to facilitate investigations. Two hours later they followed Datuk Rocky, for the Police to confiscate the ‘Ferrari’ and streamyx modem from his home.

Since Datuk Rocky is one notebook short and we all cybersphere citizens should come forward and show our sense of esprit d’corp and solidarity to him in this over-handed-ness on the case, more over the speed how things developed and the ‘wheels were put in motion’ (comparatively to other cases lodged against cybersphere citizens).

P/S: If Rais thinks that Rocky’s posting challenged his pride and shamed his family, then the Police report also had the same affect on Rocky. Yesterday when the Police and MCMC vehicles came to his home, imagine the impression the neighbours had on him. Imagine Rocky’s children and mother-in-law who had to go through the ‘confiscation’ process. Not to mention his children were denied connectivity to broadband till Telekom Malaysia could reinstate another machine. We are very sure Rais as a Minister-in-charge of Information, Communications and Culture and lawyer very well know of this process!

CYBERJAYA: Datuk Ahirudin Attan, better known as blogger ‘RockyBru’, gave his statement to the Malaysian Communications and Multimedia Commission (MCMC) headquarters here, this morning.

Ahirudin was called by the MCMC to assist investigation following the publication of his blog entry ” Who gets Santa Rais’ RM1 billion handout?” dated October 9.

He arrived at 11.30am to present his statement.

His blog entry had discussed news circulating that the Information, Communications, and Culture Ministry, under its minister Datuk Seri Dr Rais Yatim, was about to hand out close to a billion ringgit, via existing telecommunications companies, to three out of nine companies which have been awarded licences to operate wireless broadband and 3G services.

His blog also raised the possibility that a Minister’s son could be involved in the nine or three companies.

The story had carried a link to the original article, which was published on a business blog.

On Sept 27, two blogs namely Taikors and Taikuns (TnT) and bigdogdotcom had alleged that Rais’ son’s telecommunication company was one of nine companies which had benefited from the government grant to develop the broadband connectivity access in Malaysia.

The grant, made via the MCMC, is intended to achieve a 50 per cent broadband household penetration rate. The 2.6GHz spectrum would be made for allocation in January 2013.

Following the publication of the articles on the blogs, Rais lodged a police report on the issue.
This is believed to be the first time a Cabinet minister has lodged a report against a blogger.

Ahirudin said he would cooperate fully with the investigation. He would also hand in his laptop to facilitate investigation, as requested by the MCMC.

“It is sad that Rais had missed the point intended, and as a minister in charge of communications, including bloggers, it is more disheartening that Rais doesn’t understand them,” he told reporters during a short break in between questioning.

Rais had earlier refuted the claims made by the bloggers. He had told The Malay Mail that none of his family members were “even remotely associated with those slanted and ill-intended allegations, and will forthwith assert my rights under the law and report the matter to the MACC so that an investigation could be under way”.

He had also said he would lodge a police report in reference to the “false” news raised by the bloggers.

The issue of “false news” had made headlines recently, in particular the case of The Malay Mail’s entertainment and lifestyle executive editor Irwan Abdul Rahman, who was charged in court over his blog post ‘TNB To Sue WWF Over Earth Hour’, penned under his blogger name, Hassan Skodeng.

Irwan was charged by MCMC under Section 233 (1)(a) of Communications and Multimedia Act 1998 for improper use of network facilities or network service by making, creating, soliciting and initiating transmission of any content that is obscene, indecent, false, menacing or offensive in character with malicious intent.

The charge has been met with ridicule and disdain by the blogging community as well as the legal fraternity, who have labelled it “frivolous”.

As part of the procedure which resulted from Dato’ Dr Rais Yatim’s Police report yesterday, his notebook and streamyx modem were confisticated by the Police from his home at 230pm today. The MCMC was conducting the investigations this round as they are the subject matter expert under Sect 256 of the Multimedia Act (1998) and they need to establish certain technical points. The Police is the authority that will have to confiscate all the equipment that will complement the investigations.

Datuk Rocky was pleased to the professionalism and the courtesy of the authorities in this round’s investigations. He is expecting to be investigated by the Police Commercial Crime soon. All investigation findings would be passed to the Attorney General for further action.

Since yesterday evening, bloggers have shown termendous support on the case which now attracted far too much negative attention to the Minister-in-charge Information, Communications and  Culture.

It seems that Rais has opened a new front against the bloggers, which include pro-UMNO bloggers. The ‘war’ now is inevitable. The Minister missed the point completely. The posting which irritated him that much was about asking for ‘Transparency’. There is never a good time to be adversarial against the new media practitioners. More over now. The Dewan Rakyat is in session and UMNO general assembly is within a week.

MCMC did issue a statement about the process of the development of 2.6GHz, expected to the completed by 2013. A press statement was issued on the whole process.

PRESS STATEMENT: ALLOCATION OF 2600MHz SPECTRUM

The Malaysian Communications and Multimedia Commission (MCMC) has started spectrum re-farming exercise and processes as part of its efforts to enhance the utilisation of spectrum and to facilitate the roll out of next generation mobile network services.

The exercise involved the following bands:

i) 700MHz;
ii) 800MHz;
iii) 850MHz;
iv) 900MHz;
v) 1800MHz; and
vi) 2600MHz

Following the exercise, MCMC has decided to give focus to the allocation of the 2600MHz band to pave the way for the early adoption of long-term evolution (LTE) or 4G, and other new technologies and to prepare the service providers for the rollout and implementation of these services to end-users.

After a consultative and deliberation process with various technical groups, it was decided that the assignment of 2600MHz to be given to nine (9) companies who are license holders that meet the set requirements.

The allocation of the assignment is done in accordance to the provisions of the Communications and Multimedia Act 1998 (CMA).

The companies include incumbents (existing 3G and WiMAX players) and a new entrant: They are:

i) Celcom Axiata Berhad;
ii) Maxis Broadband Sdn Bhd;
iii) DiGi Telecommunications Sdn Bhd;
iv) U-Mobile Sdn Bhd;
v) Asiaspace Sdn Bhd;
vi) Packet One Networks (M) Sdn Bhd;
vii) RedTone Marketing Sdn Bhd;
viii) YTL Communications Sdn Bhd; and
ix) Puncak Semangat Sdn Bhd.

The committee had identified these companies as having the ability to promote innovation and to provide seamless continuity of existing services using new technologies. MCMC also recognizes the contributions made by the wireless service providers towards the fulfilling the objectives of the National Broadband Initiatives.

The companies are required to pay fees in order to use the spectrum band and will NOTreceive grants of any kind from MCMC or the Universal Service Provision (USP) Fund for the utilization of the spectrum. The USP Fund is for the development and deployment of communications facilities for rural development.

MCMC has issued letters to the license holders on the allocation of the 2600MHz spectrum band for rolling out wireless broadband service using 4G technology by 1 January 2013. The assignment of the 2600MHz spectrum band will be based on the merit of the Detailed Business Plans (DBP) to be submitted by the license holders to meet the requirements of the allocation.

The assignment of the spectrum band is by way of apparatus assignment and MCMC has the right to withdraw the assigned spectrum at any time if companies fail to comply with the set terms and conditions.

Among the key requirements in the assignment of spectrum are roll out targets and their roles as promoter and developer of applications and contents that will help build a ubiquitous Malaysia lifestyle by 2020.

The bloggers posted claims of Rais’ son was beneficiary of this government grant to nine telecommunication corporations to develop the access of connectivity in Malaysia.

The grant, made via the Malaysian Communications and Multimedia Commission (MCMC), is intended to achieve a 50 per cent broadband household penetration rate.

The 2.6GHz spectrum would be made for allocation in January 2013.

Rais said: “I state that in my 40 years of public service, I have never availed nor allowed myself to indulge in acts associated with those false and wild allegations.

“No members of my family are even remotely associated with those slanted and ill-intended allegations, and will forthwith assert my rights under the law and report the matter to the Malaysian Anti-Corruption Commission (MACC) so that an investigation could be under way.

“It is sad and unfortunate to find the blog also adversely speculated and alleged wrongdoing of the ministry’s secretary-general and other public servants.

“I will make a police report in reference to the false news raised by the bloggers.”

Datuk Ahirudin “Rocky” Attan would be called in by MCMC 1030am tomorrow for investigations in Cyberjaya. It is believed to his Rocky’s Bru posting “Who gets Santa Rais’ RM 1 billion handout?”.

The development of this posting which meant to ask for transparency for a purpoted grant to develop the 2.6GHz connectivity as part of the National Broadband Initiative has now turned into something interesting, but probably ugly. ‘Transparency’ is an important component for the ‘Combating Corruption’, which is one of the six NKRA under Prime Minister Dato’ Seri Mohd. Najib Tun Razak’s leadership.

What is more interesting that the Dewan Rakyat is in session now, beginning yesterday. Since public spending is the most important item for the 2011 Budget, which will be presented by PM Najib on Friday and debated for the next few weeks, ‘transparency’ must be on each 222 MPs’ radar scope. Especially from the perspective of ‘huge leakages and wastages’ in Government expenditure.

This blog would be updating the development of this case. Taking an adversorial hardline approach on a transparency call based on a rumour would not reflect well on the Minister who is expected to engage new media and the practitioners.

Rais Yatim lodges report over allegations against son

PETALING JAYA: Information, Communication and Culture Minister Datuk Seri Rais Yatim has lodged a police report today against the bloggers behind two blog sites which had alleged that his son was one of the beneficiaries of the ministry’s RM1 billion grant to improve broadband access within the nation.

Rais’ Press secretary, Norazli Noh, confirmed this with The Malay Mail this afternoon.

“The minister has already lodged his police report against the bloggers this morning.”

Norazli declined to elaborate and told The Paper That Cares to contact Rais for comments. Our efforts to do so have been futile thus far.

Meanwhile, sources told The Malay Mail that the Malaysian Communications and Multimedia Commission (MCMC) has reacted swiftly on the issue and has hauled up bloggers to assist in the investigation.

On Sept 27, two blogs namely Taikors and Taikuns (TnT) and bigdogdotcom had alleged that Rais’ son’s telecommunication company was one of nine companies which had benefitted from the government grant to develop the broadband connectivity access in Malaysia.

Yesterday, we reported that Rais had refuted the claims made by the bloggers.

Rais had told The Malay Mail that none of his family members were “even remotely associated with those slanted and ill-intended allegations, and will forthwith assert my rights under the law and report the matter to the Malaysian Anti-Corruption Commission (MACC) so that an investigation could be under way”.

He had also said he would lodge a police report in reference to the “false” news raised by the bloggers.

The issue of “false news” had made headlines recently, in particular the case of The Malay Mail’s entertainment and lifestyle executive editor Irwan Abdul Rahman, who was charged in court over his blog post ‘TNB To Sue WWF Over Earth Hour’, penned under his blogger name, Hassan Skodeng.

Irwan was charged by MCMC under Section 233 (1)(a) of Communications and Multimedia Act 1998 for improper use of network facilities or network service by making, creating, soliciting and initiating transmission of any content that is obscene, indecent, false, menacing or offensive in character with malicious intent.

The charge has been met with ridicule and disdain by the blogging community as well as the legal fraternity, who have labelled it “frivolous”.

This morning, Khazanah Holdings Bhd. CEO Tan Sri Azman Mokhtar held a townhall meeting with Iskandar Investment Bhd. in Johor Bahru. The end of contract for CEO Arlida Ariff was officially announced. The opportunity was also used to introduce IIB incoming CEO Dato’ Syed Mohamed Syed Ibrahim, who will assume office on 1 November 2010.

Johor Bahru, 8 October 2010 – Iskandar Investment Berhad is pleased to announce the appointment of Datuk Syed Mohamed Syed Ibrahim as the President and Chief Executive Officer of Iskandar Investment Berhad effective from 1 November 2010.

Datuk Syed Mohamed will take over the helm of the Company from Puan Arlida Ariff, whose contract ends on 31 December 2010.

Datuk Syed Mohamed is a native son of Johor and has spent many years in property development, hospitality & leisure, construction and facility management industry. This experience will be particularly valued in the next stage of development of IIB’s projects, as developments move towards project completion and become operational.

Datuk Syed Mohamed is currently Group Director – Property & Infrastructure of DRB Hicom Berhad. He had previously served as the CEO of TH Properties Sdn Bhd, General Manager of Sime Darby Land Sdn Bhd and the Head of Corporate Planning Division of Johor State Economic & Development Corporation.

Datuk Syed Mohamed’s experience in both State and Federal Government-linked companies would serve IIB well given its unique nature as a catalyst developer. He also spent some time working abroad as the Chief Operating Officer of Knowledge Economic City Developers Company Limited in Jeddah, Saudi Arabia.

The Company would like to thank Puan Arlida Ariff for her contribution throughout her tenure at IIB.

Syed Mohamed going to Saudi Arabia for big offer

DATUK Syed Mohamed Syed Ibrahim not only wants to give his best in everything he does but also likes challenges that will enable him to bring out his best.

This is the man whose name in the corporate circle is synonymous with the RM9.2bil smart township, @enstek in Negri Sembilan – a project by TH Properties Sdn Bhd where he was the chief executive officer. He left the company last month, after a four-year stint.

In March, the Universiti Malaya economics graduate will be heading to Saudi Arabia for a bigger challenge – to helm the development of the Madinah Knowledge Economic City (K.E.C. Madinah), a RM25bil project.

“K.E.C. Madinah ranks third (in value and size) among the six economic cities to be developed throughout Saudi Arabia, after King Abdullah Economic City and Jazan Economic City,” said Syed Mohamed, 50.

He decided to take up the offer after he and his wife Datin Zaidah Zakaria visited Saudi Arabia in June last year.

While his decision has surprised many of his friends and business associates, it is also one that is not unexpected for those who know Syed Mohamed.

And he is fond of telling his listeners that anything one does must “at least be comparable to the best, if not the best.”

“I like challenges. I like to test my abilities,” he said of his new portfolio as chief operating officer. But what is even more exciting and meaningful for Syed Mohamed is the fact that he will be part of the team to restore the status of Madinah as a beacon of knowledge.

“Madinah is the second holiest city in Islam and the burial place for Prophet Muhammad,” he pointed out, adding that this was one of the three reasons why he decided to take up the job offer there.

K.E.C. Madinah, developed by Seera City Real Estate Development Company, is only five km east of Prophet’s Mosque (Masjid Al Nabawi) and five km south of Mohammad Bin Abdul Aziz International Airport.

Its focus is on knowledge-based industries like science, technology, biotechnology, medical services, Islamic studies and social sciences.

The project, on 4.8 million sq metres, will take at most 12 to 15 years to complete, he added.

With his 27 years of working experience in the property and banking sectors, Syed Mohamed is certainly upbeat on the booming Saudi economy.

The Arabs, he added, accepted global best practices in developing their country and they also had high regards for the achievements and capabilities of Malaysians.

“It is all about professionalism and meritocracy. When you see things that way, you will not have problems in establishing a good relationship and working together well with others,” he said.

IIB is expected to benefit from Syed Mohamed’s West Asian connections, particularly the Saudis. The Iskandar ‘greenfield’ developments are expected to go into high gear after this appointment.
