Bahang menjelang Kongres DAP Pusat Ke-16 yang akan berlangsung hari ini dan esok dirasai sepanjang minggu apabila kalangan perwakilan memperkatakan peluang terhadap calon pilihan masing-masing. Suasana ini disusuli dengan bertambahnya kain rentang dan bendera yang dipasang sekitar ‘venue’ serta pintu-pintu masuk ke Pulau Pinang. Persiapan di Penang International Sports Arena (PISA) sebagai ‘venue’ Kongres masih diselenggara di bawah pemantauan terus Setiausaha Agung DAP dan Ketua Menteri Pulau Pinang Lim Guan Eng.

2. Sementara itu, sebahagian besar daripada 2,518 perwakilan serta pemimpin-pemimpin DAP dari seluruh negara juga telah berada di negeri ini dengan menginap di hotel-hotel sekitar Pulau Pinang. Turut terkesan penganjuran majlis makan malam dan perjumpaan-perjumpaan rahsis oleh kalangan tertentu untuk menampilkan senarai calon-calon pilihan mereka bagi merebut tempat dalam Jawatankuasa Pusat Eksekutif (JKPE) DAP Sessi 2012-5.

3. Sempena Kongres ini, sebanyak sembilan resolusi daripada Cawangan telah diproses dan akan dibentang untuk debat seterusnya diluluskan oleh perwakilan.

3.1. Membantah penswastaan Automatic Enforcement System (AES)

3.2. Menyokong ‘Akta Lompat Parti’ dan menyeru semua Kerajaan Negeri Pakatan Rakyat [PR] untuk membentang kelulusan di Dewan Undangan Negeri

3.3. Menyokong tindakan membanteras semua gejala rasuah dan kronism

3.4. Menyeru semua pemimpin supaya tidak mengkritik parti demi pertahankan imej DAP

3.5. Desakan supaya Kerajaan Persekutuan menutup operasi Lynas

3.6. Menyeru parti supaya mengambil berat masalah alam sekitar

3.7. Menyeru kepimpinan mengambil berat dan terlibat aktiviti parti

3.8. Mencadangkan semua aktiviti parti peringkat Negeri dimaklumkan kepada Cawangan agar mereka boleh turut serta

3.9. Menyeru wakil rakyat supaya berlaku adil, mesra rakyat dan tidak terlibat dalam sebarang konflik perkauman atau keagamaan.

4. Selain daripada itu, JKPE DAP juga akan membentangkan resolusi mereka untuk diluluskan pada hari pertama Kongres.

5. Menjurus pemilihan JKPE DAP dalam Kongres kali ini, terkesan beberapa perkembangan yang menarik perhatian iaitu:-

Perkembangan Calon dan Perwakilan
5.1. Terkini, Violet Yong Wui Wui, ADUN PENDING telah menarik diri sebagai calon atas alasan peribadi. Bagaimanapun, namanya akan tetap disenaraikan kerana mengikut peraturan pemilihan, calon-calon tidak dibenarkan menarik diri setelah senarai rasmi dikeluarkan. Daripada keseluruhan jumlah perwakilan, dilihat Dap Selangor berkeupayaan untuk mempengaruhi pengundian kali ini dengan mencatatkan perwakilan teramai iaitu 550 perwakilan disamping pencalonan tertinggi dengan 10 calon;

5.2. Didapati pemimpin DAP tertentu seperti MP Seputeh teresa Kok, ADUN Pandamaran Ronnie Liu dan MP Jelutong Jeff Oii Chuan Aun telah menyenaraikan beberapa calon pilihan mereka untuk diundi oleh perwakilan. Untuk merealsiasikan objektif itu, mereka telah menjadikan perjumpaan sulit dan majlis makan malam sebagai platform untuk menampilkan senarai calon masing-masing.

5.3. Ketua Pembangkang Anwar Ibrahim dikatakan telah meminta Lim Guan Eng untuk memastikan bakal kepimpinan baru yang akan dipilih terdiri daripada golongan ‘liberal’ dan tidak bersifat ‘chauvinistik’ bagi memastikan agenda Pakatan Rakyat dapat dicapai;

5.4. Sungguhpun tidak terkesan ‘menu’ atau senarai pilihan oleh Lim Guan Eng secara jelas, namun maklumat mendedahkan beliau mengawal pemilihan kali ini untuk memastikan kemnya iaitu Tony Pua Kiam Vee, MP PJ UTARA Tony Pua Kiam Wee, MP Seputeh Teresa Kok dan MP Rasah Anthoy Loke  berjaya menduduki JKPE DAP. Sementara itu, bagi menunjukkan kepada umum bahawa DAP ialah parti demokratik, musuh politiknya seperti Pengerusi DAP Johor dan ADUN Skudai Dr. Boo Cheng Hau, Speaker DUN Selangor dan ADUN Sg Pinang Teng Chang Khim dan Pengerusi DAP Melaka Goh Leong San akan juga diberi tempat dalam barisan kepimpinan;

5.5. Terdapat usaha segelintir pemimpin yang tidak sehaluan dengan beliau untuk mengurangkan jumlah undi diterimanya sebagai undi protes terhaDap kepimpinan Lim Guan Eng. Antara pemimpin terlibat termasuk Dr. Boo Cheng Hau; Teng Chang Khim dan Goh Leong San. Usaha ini turut bertujuan supaya Lim Guan Eng tidak mempunyai kuasa mutlak menentukan bakal calon dalam PRU Ke-13 di negeri pimpinan mereka;

5.6. Satu kempen untuk menyingkirkan Prof P. Ramasamy sedang giat dijalankan atas tajaan Pengerusi DAP Karpal Singh dengan menganjurkan beberapa perjumpaan sulit bersama perwakilan-perwakilan kaum India. Antara pemimpin dikesan terlibat dalam komplot tersebut ialah ADUN Bagan Dalam A. Thanasekaran dan G. Kunabalan Setiausaha Biro Kebudayaan India DAP Pulau PinangG. Kunabalan. Prof Ramasamy dilihat sebagai proksi Lim Guan Eng dalam isu ‘Warlord Vs Godfather’, yang membelengu ahli DAP Pulau Pinang dari etnik India.

5.7. Pada malam 15 DIsember  2012, Perhimpunan Kebangkitan Rakyat akan diadakan di Padang Awam Jawi, Nibong Tebal dengan dihadiri pemimpin-pemimpin PR termasuk Anwar Ibrahim, Presiden PAS Dato’ Seri Abdul Hadi Awang dan Timbalan Presiden PAS Mohamad Sabu. Sehubungan itu, dijangkakan mereka akan turut hadir dalam perasmian Kongres DAP yang diadakan pada tarikh sama.

6. Rata-rata reaksi yang diterima setakat ini lebih menjurus kepada memperkatakan tentang kepentingan ‘survival’ kaum masing-masing dalam menempatkan diri untuk menganggotai Jawatankuasa Pusat Eksekutif DAP. Disamping itu juga, mereka bimbang pemilihan kali ini akan menimbulkan perpecahan parti. Antara reaksi diterima seperti berikut;

6.1 Zulkilfli Mohd Noor, calon JKPE DAP menyatakan jumlah pemimpin Melayu dalam jawatankuasa perlu dipertingkatkan bagi menunjukkan bahawa Dap sebuah parti yang majmuk dan tidak hanya dimonopoli oleh satu kaum. Bagaimanapun, ianya haruslah dilakukan melalui proses pemilihan dan bukan melalui kuota supaya mereka yang terpilih mempunyai integriti dan kemampuan untuk menjawat jawatan berkenaan

6.2. Dalam kalangan perwakilan pula, mereka akan lebih memberi tumpuan kepada pemilihan JKPE DAP berbanding usul-usul serta halatuju parti menjelang PRU 13. Mereka juga lebih berminat untuk memperkatakan siapa yang bakal menduduki jawatan-jawatan tertentu seterusnya mencorak dasar parti di masa hadapan sambil menaruh perasaan bimbang sekiranya pemilihan kali ini akan membawa kepada perpecahan sehingga menjejaskan persiapan parti untuk menghadapi PRU akan datang.

7. Persediaan rapi yang dilakukan oleh DAP menjadikan Pulau Pinang sebagai ‘venue’ Kongres kali ini bagi menunjukkan bahawa Lim Guan Eng komited untuk menonjolkan negeri tersebut berjaya di bawah pentadbirannya sekaligus mengukuhkan kedudukan dan meningkatkan imej beliau sebagai Ketua Menteri amnya dan kepimpinan parti khususnya.

8.Pembentangan resolusi pula dilihat tidak jauh berbeza berbanding Kongres yang lalu dengan menumpukan kepada isu rasuah dan kepimpinan parti. Manakala resolusi baru seperti AES, ‘Akta Lompat Parti’ dan isu Lynas difokuskan agar DAP dilihat selari dengan perkembangan semasa.

9.Sementara itu, dilihat wujud bibit-bibit perpecahan dalam DAP ekoran terdapat pemimpin tertentu yang cuba menjatuhkan antara satu sama lain. Begitu juga para perwakilan yang lebih ghairah untuk mengetahui barisan baru kepimpinan berbanding persiapan parti menjelang PRU 13.

Dalam pada itu, analisis awal dari sumber dalaman melaporkan kongres bermula pagi tadi 0800am di PISA, Bayan Baru, Pulau Pinang dengan  kehadiran antara 2500-3000 perwakilan dan pemerhati.

DAP Pulau Pinang yg dipimpin oleh Ketua Menteri Lim Guan Eng dan Pengerusi DAP Pulau Pinang Chow Kon Yeow difahamkan telah mengarahkan seberapa ramai ahli DAP sekitar Pulau Pinang hadir di PISA bertujuan untuk menunjukkan kekuatan DAP bukan sahaja kepada rakankongsi Pakatan Pembangkang yang lain, malah sebagai psikologi kepada seluruh rakyat Malaysia dan dunia.

Pemilihan Pulau Pinang sebagai venue kongress adalah sebagai psikologi ‘mendabik dada’ bahawa Pulau Pinang bertambah maju dibawah pentadbiran DAP dan dibawah penguassan penuh Lim Guan Eng. Ini secara tidak langsung untuk menambah keyakinan perwakilan/pemerhati bahawa DAP mampu mentadbir negeri dan kemudian, negara.

Walaubagaimanapun krisis dalaman turut dikesan bila ada maklumat mnyatakan terdapat usaha usaha kumpulan tertentu untuk mengurangkan pengaruh dan kekuatan Lim Guan Eng yang dilihat mahu mnjadikn DAP sbagai milik peribadi. Usaha untuk menjatuhkn Timbalan Ketua Menteri dan MP Batu Kawan Prof P Ramasamy yang turut dilaporkan media ialah bukti jelas isu ‘Warlord Vs Godfather’ belum lagi selesai.

Kongress DAP ke 16 menjanjikan percaturan dan perebutan kerusi, dalam tindakan pihak tertentu untuk mengekalkan kuasa dalam DAP. Ini termasuk gerakan gerakan rahsia, termasuk ‘tikam belakang’. Jelas, beberapa kumpulan kuasa-tumpu sedang mencaturkan sokongan mereka dikalangan pelbagai kem/faction DAP.

Untuk menjayakan usaha ini dilaporkan terdapat kempen rahsia dikalangan perwakilan dan menu/chai pilihan Ahli JKPE (CEC) oleh pmimpin tertentu mula diedarkan. Apa yang agak menarik ialah apabila pihak media termasuk web-media yag pro-Pembangkang dikatakn dibenarkn untuk buat liputan spnjng kongres dipercayai sebagai strategi untuk memaparkan kehebatan DAP.

Keputusan pemilihan JKPE DAP bagi sessi 2012-5 akan ditahu menjelang 600pm. Sekiranya dikalangan 20 orang ahli JKPE DAP yang dipilih perwakilan ini masih lagi memilih Ketua Menteri Pulau Pinang Lim Guan Eng sebagai Setiusaha Agung DAP, maka menurut Perlembagaan DAP ini merupakan penggal terakhir kerana jawatan Setiausaha Agung DAP sebagi Ketua Eksekutif dihadkan kepada tiga penggal sahaja.

Sebarang usaha untuk meminda Perlembagaan DAP ini hanyalah akan dilihat sebagai tindakan tidak demokratik dan keluarga tertentu hanya berminat mengekalkan penguasaan dinasti mereka dalam parti majoritu Cina Chauvinis ini. Setakat ini, ramai dikalangan ahli DAP sendiri tidak selesa dengan sikap dan pendekatan rasis Kempimpinan Tertinggi mereka, terutama walaupun bersifat Cina Chauvinis masih kadang kadang berkompromi dengan PAS, yang mereka sendiri sifatkan sebagai ‘ekstremis’.

Ini jelas dalam isu paling terbaru seperti ‘Kedai Unisex Saloon’ dan ‘Khalwat Untuk Bukan Islam’ di Kelantan dan pembatalan persembahan dalam majlis makan malam di Kg Telemong, dekat Bentong. Kepimpinan Tertinggi DAP tidak berkeras dalam mempertahankan kepentingan masyarakat Cina dan ini adalah bukti menunjukan kelemahan mereka, sejak berada dalam Pakatan Pembangkang.

Hakikatnya, kepimpinan JKPE DAP sediada sebenar kurang keyakinan untuk mengadakan Kongress DAP ke 16 ini diluar kawasan yang mereka menguasai, seperti Selangor, Pahang, Melaka, Negeri Sembilan atau Johor.

In the run up to DAP Congress in PISA, Opposition Leader Anwar Ibrahim met up with DAP Secretary General Lim Guan Eng  and expressed his wish so see the new Central Executive Committee (CEC) should comprises of liberal leaders instead the traditional Chinese Chauvinists. Anwar specifically wanted personalities like Anthony Loke, Teresa Kok, Hannah Yeoh and the likes be maintained in CEC.

68 candidates are eligible to contest the 20 CEC seats. These elected 20 CEC members would then appoint the specific posts like Chairman, Vice Chairman, Secretary General, Deputy Secretary General, National Organising Secretary, Publicity Secretary and National Director of Strategy amongst themselves.

According the DAP Constitiution, the CEC is also accorded the power to appoint 10 other members into the CEC.

The infighting is very serious and intense. The vampires of DAP have tasted blood. Now, they want more. They are manipulating their own democratic process for their own power grip. So much so for democracy.

Kongress ke 16 DAP bermula esok menjanjikan debat dan pemilihan yang penuh kontroversi, sengit dan keputusan yang lahir adalah diluar jangkaan. Ini kerana terlalu banyak isu timbul dan menjadi modal perbincangan dalam pelbagai kem atau faction dikalangan pemimpin dan akar umbi DAP seluruh negara.

Pemilihan Jawatankuasa Pusat Eksekutif (CEC) parti Chauvinis Cina DAP akan ditentukan hujung minggu ini. Setakat ini seramai 103 orang telah menghantar borang pencalonan masing-masing dan hanya 68 orang saja di terima. Selebihnya telah ditolak atas sebab peribadi dan kelayakan.

Berdasarkan kepada borang pencalonan kaum Cina mendominasi pertandingan JKPE DAP yang mencatatkan 42 orang, diikuti 18 suku Sikh/India. Hanya 8 orang Melayu sahaja. Dalam pemilihan kali ini 18 orang inkumben akan mempertahankan jawatan masing-masing. Manakala dua jawatan kosong setelah penyandang meletak jawatan dan menarik diri dari bertanding.

Dalam pada itu, DAP didesak oleh sebuah NGO Pulau Pinang untuk mengumumkan senarai calon calon dikalangan orang Melayu. Ini kerana parti Chauvinis Cina ini sering memaparkan mereka merupakan parti multietnik. Hakikatnya, orang Melayu dijadi alat untuk mengaburi mereka yang begitu mengharap. Mantan Naib Pengerusi DAP Tunku Aziz pernah membuat kenyataan orang Melayu dalam DAP adalah ‘sekadar hiasan’ semata mata.

Pemilihan kali ini memperlihatkan calon bertanding berbanding Kongres lepas yang mencatatkan 58 orang calon. Senario ini menunjukkan masing-masing pemimpin DAP ingin menampilkan diri dan bersaing untuk mendapatkan tempat sebagai calon dalam pilihanraya ke 13. Menariknya Anthony Loke yang menawarkan diri merebut JKPE DAP dilihat mempunyai potensi mencabar kedudukan pemimpin kanan lain DAP termasuk Lim Guan Eng sendiri.

Isu dinasti keluarga tertentu dalam penguasaan DAP dan ‘satu calon, satu kerusi’ dianggarkan ialah isu paling hangat dalam debat semasa Kongress ke 16 DAP ini.

Menjelang pertandingan merebut jawatan utama dalam DAP, desas desus menyatakan telah terbentuknya kem kem tertentu dalam parti untuk menonjolkan pemimpin tertentu dalam kem terlibat. Antara yang di sebut ialah kem MP Seputeh, ADUN Kinrara dan Exco Kerajaan Selangor Teresa Kok, kem ADUN Pelabuhan Klang dan Esco Kerajaan Selangor Ronnie Liu, kem Timbalan Ketua Menteri Pulau Pinang dan MP Batu Kawan Dr P.Ramasamy dan kem Speaker DUN Selangor Teng Chang Khin.

Ada juga wujud kelompok DAP yang mahu menyingkir Karpal Singh yang di ketuai oleh Teresa Kok ekoran isu Satu Calon Satu Kerusi. Sikap kuku besi Lim Guan Eng juga turut menimbulkan keresahan ahli DAP yang usaha dibuat untuk mengurangkan pengaruh beliau dalam parti.

Untuk rekod, Perlembagaan DAP telah menetapkan jawatan Setiausaha Agung hanyalah untuk tiga penggal sahaja. Sekiranya Lim masih lagi dilantik Setiausaha Agung selepas pemilihan ini maka ianya merupakan penggal terakhir.

Semasa pemilihan jawatan tertinggi Wanita DAP and Pemuda DAP minggu lepas, kuda kuda tambatan Lim semua kecundang. Ini jelas menunjukan beliau gagal mengekang kuasa langsung dalam Wanita dan Pemuda DAP dan penerimaan kepimpinan beliau tidak disenangi oleh majoriti perwakilan DAP sendiri. Kuorum Perwakilan DAP ke dua dua mesyuarat yang berasingan itu amat rendah, iaitu sekitar 30% sahaja.

Bagi kelompok masyarakat india dalam DAP, mereka sedang berusaha untuk mengukuhkan kedudukan dalam parti dengan memberikan dokongan padu calon kaum mereka. Golongan ini marah dan bosan dengan sikap beberapa orang pemimpin kaum India dalam DAP yang pentingkan diri dan pada pandangan mereka tidak layak disokong dan mendapat tempat dalam DAP. Antara yang di sebut sebut dalam barisan penyingkiran islah Dr P Ramasamy serta ADUN Bagan Dalam A. Thanasegaran.

Hanya 16 kali buat mesyuarat agung tahunan), dikalangan Perwakilan DAP dan ahli DAP sungguh hangat memperkatakan wujudnya 4 kem atau faction; Penasihat DAP Lim Kit Siang dan Lim Guan Eng, Pengerusi DAP Perak dan MP Beruas Ngeh Koo Ham dan MP Taiping Ngar Kor Ming, Teng Chang Kim dan Pasukan Rainbow dan Pengerusi DAP J0hor dan ADUN Skudai Boo Cheng Hau and kem Selatan.

Semua kem ini memerlukan sokongan Pengerusi DAP dan MP Gelugor Karpal Singh, Prof Ramasamy dan MP Ipoh Barat M Kulasegaran dan ADUN Tronoh Sivakumar dan ADUN Buntong Sivasubramaniam untuk menang dalam pemilihan ini.

Difahamkan ujud konspirasi Pengerusi DAP Melaka dan ADUN Kesidang Goh Leong San, Dr Boo Cheng Hau dan Teng Chang Kim tidak menang dalam pemilihan Jawatankuasa Pusat Eksekutif (CEC) DAP kali ini. Ini kerana banyak pihak dikalangan politikus DAP tidak mahu Setiausaha Agung DAP itu menentukan calon dalam PRU 13 akan menjelang dalam suku pertama 2013 ini.

Goh juga dikaitkan dengan konspirasi untuk menguasai sepenuhnya DAP Melaka. Untuk rekod, Lim Guang Eng pernah menjadi MP dan ADUN di Melaka sebelum berhijar ke Pulau Pinang dan isteri beliau Betty Chew masih lagi menjawat ADUN Kota Laksamana.

Dalam pada itu, ada gerakan untuk menentukan Pengerusi DAP Karpal Singh disingkirkan dalam pemilihan JKPE DAP pusingan ini. Ini kerana kelantangan suara Karpal yang berdasarkan prinsip, keputusan asas yang pernah dibuat secara kolektif dan menentang segala tindakan untuk kompromi dengan mana mana pihak, termasuk dikalangan Kepimpinan Tertinggi Pakatan Rakyat.

Karpal sebagai Pengerusi DAP merupakan salah seorang anggota ‘Trinity’; iaitu jawatankuasa dalaman DAP terdiri dari Penasihat DAP Lim Kit Siang dan Setiausaha Agung DAP Lim Guan Eng yang mempunyai hak mutlak menentukan calon mewakili DAP dalam PRU.

Karpal sendiri mengesa agar politikus dikalangan DAP yang memenani lebih dari satu jawatan politik seperti Lim Guan Eng, Teresa Kok, Ngeh Koo Ham, Nga Kor Ming dan Anthony Loke wajar mengundurkan diri dan hanya memenuhi satu kerusi sahaja. Sebaliknya, beliau menggesa agar diberi ruang pada muka baru dan parti diremajakan.

Jelas DAP ialah parti yang bercakaran dan penuh pelbagai konspirasi untuk menikam dari belakang dan menjatuhkan sesama sendiri. Sebelum ini parti ini diadalah elemen yang dilihat sebagai paling stabil dan mantap dikalangan Pakatan Rakyat. Hakikatnya, ianya bergelora.

DAP mengesa rakyat mebuat perubahan dalam kempen ‘UBAH’, bermula PRN Sarawak April 2011. Hakikatnya, perubahan dalaman DAP sendiri merupakan senario ‘perang saudara’ ala Hai San-Ngee Hin, dikalangan pelbagai kongsi kongsi gelap.

Puncak Semangat’s award ‘not ideal’

PETALING JAYA: While Malaysia’s top three telcos already have plenty of spectrum, analysts say the process by which little-known Puncak Semangat Sdn Bhd was awarded the largest block of the 2.6 Ghz bandwidth was not ideal.

“There appears to be a lack of tender process or criteria and scoring system for the award process, unlike the 3G beauty contest. In addition, there was no official call for expression of interest for the spectrum, which is a scarce resource,” CIMB Research said in a note to clients.

“While we agree that competition should not be infrastructure-based, the current structure could inadvertently lead to rent seeking. The smaller players could seek lease payments for the use of their 2.6GHz spectrum from the Tier-1 players.

“In our view, infrastructure-sharing can be achieved by imposing strict rollout and open access conditions on the winners of the spectrum. Winners could be selected based on their commitment to roll out and wholesale pricing to access seekers, such as Singapore’s crafting of the structure for the Next Generation National Broadband Network.”

Malaysian Communications and Multimedia Commission (MCMC)chairman Datuk Mohamed Sharil Tarmizi had on Tuesday defended the regulator’s decision to cede 40 MHz to Puncak Semangat, which has no track record in telecommunications.

The other seven who received allocations were given 20 MHz each, which does not allow for optimum operation unless they pair up to share infrastructure.

Besides Puncak Semangat, Celcom Axiata Bhd, DiGi Telecommunications Sdn Bhd, Maxis Broadband Sdn Bhd, Packet One Networks (M) Sdn Bhd, REDtone Marketing Sdn Bhd, U Mobile Sdn Bhd, and YTL Communications Sdn Bhd received a block of the 2.6 Ghz frequency, which they will ride on to provide 4G or long-term evolution (LTE) services with speeds in excess of 100 Mbps.

But Sharil reasoned that the Tier-1 telcos including Celcom, DiGi and Maxis already had more than 100 MHz of spectrum each after taking into account the allocations from the 900 MHz, 1,800 Mhz and 2.1 GHz bands they were previously given licences to.

The entry of Puncak Semangat would also invigorate competition in the market as well as promote network sharing between old and new players, Sharil added.

In a report, RHB Research Institute said: “Overall, the MCMC hopes to promote greater competition, which should translate into lower prices, when it made the decision to allocate the LTE spectrum to eight players.

“With a 20 MHz spectrum block, the MCMC argues that the smaller players would have a bargaining chip when negotiating infrastructure sharing arrangements with incumbents.”

Meanwhile, M&A Securities pointed out that the allocation would benefit consumers as end user prices may fall in light of more competition.

“However, from the telcos’ point of view, heavy discounting is needed to secure customers and this will compress their margins. There is a potential the major telco (Maxis, DiGi, Axiata, U Mobile) will consolidate to cushion the compressing margins via network sharing.

“For now we foresee network consolidation as sufficient to cushion against compressing margins as is ongoing between Maxis-U Mobile, Celcom-DiGi and potentially Redtone with other suitors,” it explained.

Despite the prospect of further pressure on margins, M&A Securities upgraded the telco sector to overweight from neutral due to its low Beta nature.

“We believe fund managers will rebalance their portfolio in 2013 to low Beta sectors in anticipation of the general election in March or April.

“We believe the telco players will adjust and react to the competitive environment and realign their strategy accordingly as they have done in the past three decades in order to maintain their profitability and niche survival,” it opined.

Some of the media reports find it contentious to tell the story with the connotation overtone that Puncak Semangat is backed by successful philantrophist-entrepreneur Tan Sri Syed Mokhtar Al Bukhary.

BEFORE going into his presentation on Malaysia’s Digital Transformation, Datuk Sharil Tarmizi (pic), chairman of the Malaysian Communications and Multimedia Commission (MCMC), asked if there were any licensees among the audience of journalists and analysts. No hands went up. He then pressed on to ask if anyone was representing the interests of any licensees. Anyone who thought he was trying to start with some humor was wrong because as he got into his presentation, it became clear from his regular digs aimed at the telcos that Sharil did not think too highly of some of their behavior — such as seeding doubt within journalists and analysts about the fairness of MCMC’s spectrum allocation or about how quickly it is moving on spectrum re-farming.

Nor did he think highly of the ability of the big three telcos, Celcom, DiGi and Maxis, to maximize the amount of spectrum they had. He rammed this home by making pointed reference to the fact that Vodafone in the UK had only 86MHz of total spectrum and was able to serve 20 million customers. Compare this to the 139MHz of Celcom, 109MHz of DiGi and 137MHz of Maxis with their customer base of 12 million, 11 million and 14 million respectively. Yet all three telcos claim they need more spectrum to serve customers better.

He also made a number of other points during his presentation, with the key one being about how regulators the world over typically will use the introduction of a new technology to inject new players with new ideas and excitement into the market, and not just farm out the new technology to the existing players.”It is not necessarily the players with the most money and customers who are the most innovative,” he says, driving home this point by saying, “We gave WiMAX licenses to four new players because the existing players [Celcom, DiGi and Maxis] were not moving fast enough.”

In the telco space, the new technology Sharil refers too takes the shape of spectrum which is needed to deliver the new and always faster technology — your 1G, 2G, 3G and 4G (first to fourth generation) services. He also addressed the 40MHz block of total 2.6GHz spectrum allocated to Puncak Semangat for its Long Term Evolution (LTE) rollout.

The fact that Puncak Semangat is linked to Tan Sri Syed Mokhtar al-Bukhary, the tycoon who seems to be getting his hands into every conceivable type of business, raised hackles. The fact that Puncak Semangat was the only licensee with no prior experience in the telco space raised hackles too. And the fact that Puncak Semangat received the largest chunk of spectrum for 2.6GHz only served to raise even more hackles. The other seven players got 20MHz each.

Sharil was prepared for the inevitable questions about this. On Puncak Semangat being new to the telco space, he pointed out that the four licensee players for WiMAX on 2.3GHz were also inexperienced back in 2006. Plus, one of them, YTL Communications Sdn Bhd, was totally new to the telco space.

On Puncak Semangat getting more spectrum than the other seven players, Sharil showed a chart (click to enlarge) with the amount of spectrum Puncak had versus the combined amount of the rest. Turns out that Puncak has the least amount of spectrum as compared to every other active telco. And Sharil points out that even 40MHz is just the bare minimum for Puncak to roll out a decent service.

He also says that what MCMC has done with 2.6GHz allocation is a form of spectrum rebalancing — that is, with the Tier 2 players getting the same amount of spectrum as the Tier 1 players. The Tier 2 players here refer to Packet One Networks (M) Sdn Bhd, REDtone Marketing Sdn Bhd, U Mobile Sdn Bhd and YTL Communications. Shahril makes an interesting point here. “There is no way we can negotiate with the Tier 1 players if we do not have strong enough Tier 2 players.” He also pointed to that fact that during the licensing of the WMAX spectrum, the MCMC had already shown a risk appetite by picking two new players, YTL and Packet One. This time it only picked one.

The incumbents though have been grousing that spectrum is too valuable and scarce a resource to be allocated to a new player.But perhaps they just don’t want the extra competition from a player with deep pockets. Perhaps everyone has been giving Puncak Semangat, which has predictably kept its head down, a hard time based on the wrong perception. Perhaps it did win the confidence of MCMC based on the strength of its business plan. We will all know soon enough when the rollout begins.

And, at the end of his presentation and the one-hour Q&A session that followed, Sharil shared a video of a seaweed seller in Sabah who moved from RM400 (US$131) in sales a month to an incredible RM20,000 (US$)6,530, thanks to a Community Broadband Center from where the seller’s daughter was exposed to the Internet and taught the basic skills to get her mother’s business online.”When people ask me why do you do this, well this is what makes it all worth it.” With access to the Internet improving all the time, Sharil makes the point that the story is not about the pipes anymore, signifying access. “It is about how you can transform lives.” Obviously MCMC believes the injection of fresh competition into the market can help achieve this.

The Federal Government economic transformation program (ETP) to bring a higher level of livelihood and income for Malaysians, which include the Bumiputera could be quantum-leaped with technology inducement tools and programs such as 4G super broadband . More and more opportunities could be realised for the majority of Malaysians, where 45% of them are still not part of the rapid urbanisation growth.

Putting a finer point to it is that Syed Mokhtar isn’t the sort of entrepreneur when given the opportunity, he kept it to himself, complacent and someone who is not zestful into the progress and development of the business, market and industry. Most importantly, opening the opportunity to others especially aspiring Bumiputera entrepreneurs. His track record is the perfect testimony where he has been, where he got to and how he did it. In many ways, the progression has been phenomenal and prolific.

Hence, this latest MCMC license award was the result from a ‘Beauty Contest’ indeed.

PAS members spoiled DAP event

The entertainment for an organized DAP dinner near Kg. Telemong, Bentong on 17 Novembers 2012 was foiled. It was abruptly cancelled by the organizers because local PAS members strongly opposed the concert.

According to insider sources, part of the dinner event planned was a forum where DAP and PAS leaders share a stage designed to spread their politics to local folks. The dinner plus the planned entertainment was supposed to hype the event and tens of thousands Ringgit was spent to get several Chinese singers and songstress to entertain audience. One of the songstress was ‘dressed inappropriately’ and local PAS members protested as soon as she finished performing.

Kg. Telemong is a Chinese new village.

As a consequence, on 11 December 50 local Chinese kampung folks staged a demonstration in anticipation the arrival of DAP Supremo Emperor-for-Life Lim Kit Siang. Their leader, a village head Lee Shu Ren tried to complain to Lim about the abrupt cancellation of the enetrtainment during the 17 November concert but the latter ignored the matter.

The abrupt cancellation of the entertainment for the dinner is a demonstration that DAP Chinese Chauvinists ways are not acceptable to the conservative PAS  especially in the rural areas and it is obvious between the two, they don’t have a middle point.

The two parties are ideologically, culturally and set values on the opposing end. They don’t seem to have a common focal point except the desire to oust BN for power.

Most importantly, Emperor-for-Life Lim are not ready to meet the grouses of DAP grassroots even in a Chinese turf like Kg. Telemong. In Pahang, they are the minority. Even if the Opposition Pact manage to wrest over the state, the Menteri Besar would naturally comes from PAS. It is obvious that DAP leaders would not attend to the political grievance of local Chinese at the expense of their relationship with PAS masters.

Malaysia Airlines unveiled a new B737-800 in original Malaysian Airline System livery. It is part of Malaysia Airlines 40th anniversary celebrations.

The aircraft with tail number 9M-MXA was unveiled by Chairman Tan Srì Mohd Nor Yusof. Present is MD Ahmad Jauhari Yahya and several BOD members and senior management. Also invited are 1,000 employees of the national carrier. The unveiling ceremony was at Hangar 5, Malaysia Airlines Engineering Complex, Souther Support Zone, KLIA.

Seven of the long service employees were invited to speak and share their wealth of experience on the makeshift stage. Alexander Idiculas was the first to speak. He is one of the rare who is still serving Malaysia Airlines when it started operations on 1 October 1972. Today, he is licensed aircraft maintenance engineering instructor.

Captain Abdul Shukor was commandeering a Fokker over thirty years ago on a flight over Banjaran Titiwangsa when he was asked to look out for a missing aircraft, last reported near Janda Baik. Later, he learnt that the missing Cessna was piloted by then Home Minister Tan Sri Ghazali Shafie and it had crashed.

Another story is about a stewardess Irma Idris who recollects her experience delivering a baby during flight.

Veteran stewardess Melinda Lui told the audience of her experience over 35 years ago serving the B707-200 flights to London Heathrow. There were no trollies like on aircrafts today, so each meal was taken from to each passengers. Since there were no inflight movies and no bunks for crew to rest, they were encouraged to chat up with passengers during the flight.

The aircraft is the first of the airlines’ B737-800 workhorse latest fleet. This special livery brought memories to many and the romance of air travel, especially in the 70s.

It was nostalgic indeed. Befits the unveiling of the original Malaysian Airline System livery to remind the instrument of nation building’s illustrious 40 years history. The national carrier is set to regain their past glory.

Malaysia Airlines Continues to Improve Results for 3rd Quarter 2012

Subang, 27 November 2012 : Malaysia Airlines today announced a small operating profit of RM4 million and a Net Income After Tax (NIAT) of RM37 million for the third quarter ended 30 September 2012. The profit achieved in this quarter was the best performance to-date for the national airline following 6 consecutive quarters of losses.

The operating profit and NIAT for the third quarter compared favourably against an operating loss of RM192 million and a loss after tax of RM478 million in the same period in 2011.

The improvement in performance quarter-on-quarter (q-o-q) at the operating level was mainly due to the Route Rationalisation Programme which saw a 7% reduction in ASK (Available Seat Kilometre). This resulted in a 9% decrease in fuel costs and a 7% decrease in non-fuel costs in line with capacity cuts. At the same time, the Group’s total revenue reduced by only 2% to RM3.5 billion.

Fuel spending, which accounted for 38% of expenditure, fell to RM1.3 billion for the quarter following a 9% drop in consumption. The same quarter also saw a drop in jet fuel price from USD137 per barrel in the third quarter of 2011 to an average USD131 per barrel in 2012.

For the nine months ended 30 September 2012, the Group’s operating loss stood at RM405 million compared to a loss of RM975 million in 2011. Net loss after tax for the nine months ended 30 September 2012 improved 61% to RM484 million against a loss of RM1.247 billion in the same period in 2011.

Commenting on the performance, Malaysia Airlines Group Chief Executive Officer Ahmad Jauhari Yahya said, “Revenue initiatives have started to gain traction in the market, and combined with the improved utilisation of the fleet and our manpower, we are beginning to see the results of all this hard work show in our quarterly results.”

“We are very encouraged by the improved trend in our financial performance in this third quarter especially after 6 quarters of loss. The results are our best to-date. This further confirms our commitment to maintain course with the implementation of our Business Plan. This is now even more important given the challenging economic environment around the world, increased competition and capacity, and continued high fuel costs. Our focus remains to increase revenue and manage our costs.”

“The combination of the Route Rationalization Programme as a key part of our Recovery Plan, aided by many other revenue initiatives, contributed to the Group registering a small profit in the third quarter. These include reviewing all of our customer segments, relooking at our systems so that we respond faster to our customers and the market, and continuously improving our customer experience. Many of these processes are at first glance simple things, yet when one gets into the details of the various stakeholders inside and outside of the airline, can be a challenge to fix to ensure sustainable profits in future years.”

“In terms of managing our costs, we are seeing good results of optimising the deployment of our assets and driving better productivity. Our team is working well together and has a renewed energy to find ways to make things work. Although the journey ahead is long, with focus, we will succeed”, added Ahmad Jauhari.

Malaysia Airlines carried 3.30 million passengers in the third quarter of 2012 compared to 3.35 million q-o-q. On Time Performance (OTP) for the quarter averaged 87%. Seat load factor was 74.5% compared to 75.9% in the same period last year.

In September, Kathmandu became Malaysia Airlines newest destination. Just 2 months on, the number of frequencies between Kuala Lumpur-Kathmandu has been increased from 3 flights a week to now 5 flights weekly. This increase in frequency is in line with Malaysia Airlines’ strategy to deepen our footprint regionally to tap the growing market for travel.

Some earlier suspended routes per the Route Rationalisation programme have since been reviewed. Regional routes offering high potential for growth have seen an increase in frequency, such as Bangkok, Chennai and Taipei. Malaysia Airlines also announced the resumption of 2 international routes from Kota Kinabalu by year’s end to Perth and Osaka, and an additional frequency to Hong Kong.

Despite intense competition and sluggish markets particularly in Europe, Revenue per Available Seat Kilometre (RASK) was up marginally by 1% as a result of improved yield management and pricing segmentation. Yields improved 3% in the third quarter of 2012 q-o-q.

The airline’s flagship A380 aircraft continues to see excellent demand following entry into commercial service in July 2012. Just days ago on 24 November, Malaysia Airlines began a second A380 daily service on the Kuala Lumpur-London Heathrow in response to market demand for a more comfortable ride on a newer aircraft. Among the many plus points of Malaysia Airlines’ A380 are its wide seats. First Class’ 40 inch seats are the widest in the sky whilst Economy seats at a wide 18 inches with forward-recline functionalities are a big hit with passengers.

Malaysia Airlines will join the oneworld alliance in February 2013. With full membership, Malaysia Airlines will be able to offer its guests seamless travel on a wider global network of quality member airlines plus many rewards and benefits particularly for frequent flyers. Malaysia Airlines is expected to reap financial benefit from additional interline traffic that will feed into its strong Asia footprint.

Malaysia Airlines’ main subsidiary MASkargo reported a 55% smaller net loss of RM11 million for the third quarter ended 30 September 2012 compared to a loss of RM25 million q-o-q. Total revenue for cargo comprising belly space and freighter for the three months ended 30 September 2012 came in at RM482 million, only 3% less q-o-q. Capacity decreased 3% and yield was only marginally lower by 1% q-o-q.

PAS Pusat di katakan bersepakat untuk melantik Ahmad Awang sebagai MB dan beliau di jangka akan bertanding di DUN Selinsing jika menang. Ini kerana beliau mempunyai pengetahuan yang mendalam mengenai adat istiadat negari Perak. Tindakan Pas mengenepikan Dato Muhamad Nizar Jamaludin setelah mendapat bantahan meluas akar umbi parti kerana beliau terlalu tunduk dengan kehendak DAP ketika memegang jawatan MB sebelum ini.

JOHOR

MP Kubang Kerian Salahuddin Ayub adalah bakal MB Johor jika PAS berjaya menawan negeri berkenaan. Beliau akan bertanding di Parlimen Pulai serta DUN Puteri Wangsa. Bagaimana pun jika PAS menang PRU13 beliau akan di lantik sebagai Menyeri Kabinet.

PAHANG

Dato Tuan Ibrahim Tuan Man adalah bakal MB Pahang yang akan bertanding di DUN Jengka. Ini kerana Pas berpendapat beliau seorang yang mempunyai kredibiliti yang baik dan hubungan baik dengan istana Pahang. Beliau juga ada hubungan kekeluargaan dengan MB Kelantan.

TERENGGANU

Sementara itu, bagi Negeri Terengganu Pas Pusat telah menamakan Syed Azman Syed Mohammad sebagai bakal calon MB. Beliau akan bertanding di DUN Batu Buruk. Manakala Wahid Endut pula akan menerajui Pas negeri berkenaan sebagai Pesuruhjaya Pas.

KELANTAN

Dato Ahmad Yaakub dijangka akan bertanding di DUN Pasir Pekan merupakan bakal calon MB pilihan Nik Aziz yang akan mengundurkan diri sebagai MB Kelantan. Manakala jawatan Tim MB Kelantan pula akan di sandang oleh Nik Amar Nik Abdullah yang akan bertanding di DUN Panchor. Sementara Dato Husam Musa pula akan bertanding di parlimen Kubang Kerian serta mempertahankan DUN Salor pada PRU akan datang.

Senarai calon calon Menteri Besar ini adalah gerak-kerja puak tertentu dalam PAS sahaja. Ianya belum dibincangkan dalam peringkat Jawatankuasa Pusat atau Majlis Syura PAS. Penyusunan senarai ini menunjukan ianya tidak mementingkan keutamaan PAS secara strategik.

Semestinya, ianya tidak dibawa ke Jawatankuasa Tertinggi Pakatan Rakyat lagi.

Dalam pada, difahamkan Ketua Menteri Pulau Pinang dan Setiausaha Agung DAP Lim Guan Eng telah menjemput Mufti Perlis Dr Juanda Jaya untuk menghadiri majlis perasmian kongress kebangsaan DAP Sabtu ini di PISA, Pulau Pinang.

“He is the ‘White Knight’ of PDRM”, dry sarcasm by former IGP Tan Srì Musa Hassan as he smirked when asked to comment about former CCID Ramli Yusuff ‘s recent statement about Musa “Abusing his powers”.

“Someone is giving him the platform to attack me”.

“He should be investigated”, when asked to comment on Ramli’s declaration to the Police Disciplinary Officer dated 4 Sept 2007 on the listed 52 assets of ‘unexplained Wealth‘. “I’m not like Ramli. I don’t influence the (current) IGP”. Musa also asked “Why link me with only one fellow (Tengku Goh)? Why not I linked myself with 1o other Underworld Kingpins? Better, I could make more money! (with having linkages with many Lords of the Underworld Vices)”.

“He is a salaried civil servant. As a civil servant, we may live a life of comfort. Not a life of luxury. Probably he has ‘links’ somewhere”, when asked about Ramli having relationship or linkages to ‘undesirable individuals’ and making a declaration for accumulated wealth beyond his means as a Police officer.

Musa was giving a media conference for the newly formed anti-crime NGO MyWatch. “Investigate all cases. We have to be fair. Crime is crime, who ever does it”.

He made suggestion that Federal Government disclose full information on crimes. “Disclose the full picture. Not just street crimes. There are other crimes. We want to know about all these crimes also. Not just the statistics which is affecting NKRA results. There are confusion”.

When asked about his linage for coming out and speaking against these crimes figures, “No. This is not politically motivated. I’m not politically linked or a politician”.

Musa also said in the same media conference that when former MACC Advisory Panel Member Robert Phang came to see him when he was the IGP. The latter offered to be an ‘Adviser to IGP’.

“I refused. Why do I need an ‘Adviser’?”.

Musa also revealed that Phang’s involvement in a large communications project in PDRM. However, the project wasnt completed and the project superintendent refused to commission the project.

“He threatened the Police officer! If the Police officer refuse to commission the project, he threatened to transfer the Police officer out”. It is believed the project is called RMPnet.

It is obvious that Robert Phang is the sort of man who abuses his position of authority and influence. The latest is Datuk Rocky’s posting, where he admitted his abuse and interference with a statutory declarationIn the past, Phang even wanted to bribe a KSU of a very tactical Ministry, which has power over security matters.

The person mentioned in Phang’s SD is lawyer Rosli Dahlan, who is a close associate and probably a partner-in-crime with Ramli Yusuff. There are real issues here that warrants an thorough investigation, not only by Police, MACC, but also Bank Negara and Royal Customs (for money laundering) and  Inland Revenue Board (for tax evasion and failure to disclose ‘unexplained wealth’).

On the issue of integrity of PDRM and some Police officers, Musa said he didn’t agree with the suggestion of IPCMC. “There are three clauses of IPCMC that I dont agree. 1. Commissioners can investigate any Police officers who abuse their powers. 2. Commissioners have the powers to punish 3. Commissioners also have the powers to recommend investigated Police officers to be charged BUT the Police officers have no right of appeal. Police officers investigated have no recourse”.

“Instead, I suggested to then Prime Minister (Abdullah Ahmad Badawi) to have a Police Integrity Commission. Credible personalities could appointed as Commissioners. However, nothing happened”.

Musa admitted majority of Police personnel are good officers and living within their means. “Only a handful are bad hats”.

The former IGP took a swipe at his critics for portraying him as the bad cop out to destroy the PDRM.

PETALING JAYA: Former Inspector-General of Police Musa Hassan today lashed out at his critics, especially his former colleagues Ramli Yusuff and Mat Zain Ibrahim, suggesting that they have strong backing from powerful figures.

“I think this Ramli, he has strong influence with IGP [Ismail Omar] and the police,” he told a press conference here.

“From the outside, it seems like he’s the white knight, saviour of PDRM [Royal Malaysian Police]… while I’m the black knight who is destroying PDRM… the picture has been painted as such,” he said when asked about Ramli’s unending crusade against him.

Musa, the patron of the new anti-crime NGO MyWatch, said that he suspects that Ramli has the backing of certain powerful figures that he did not name.

“I just want to know who is behind him… who has given him this platform to attack me,” he said.

Musa maintained that he had no links with underworld figures, a claim that Ramli, retired Commercial Crimes Investigation Department (CCID) director, has repeated, and instead asked the latter himself to answer to the public.

“He should answer to the public… how he owns so much riches and wealth when he was still in service. Even I don’t have so much…”

Musa said despite the courts clearing Ramli of failing to declare some RM27 million worth of assets, for him, it was still an unresolved question.

How could a police officer only holding the post of CCID director amass such money? he asked.

Asked if he was implying Ramli was linked to “undesirable individuals”, Musa said: “It is hard for me to answer. Because those who have wealth of that nature will have some links somewhere.”

He also denied former KL CID chief Mat Zain’s claim that he (Musa) had fabricated evidence, relating to three reports on the injuries Opposition Leader Anwar Ibrahim received while in police custody in 1998.

Mat Zain had said: “I state, yet again, that I am willing to declare under oath in any judicial proceeding or before any judge that there was indeed an agreement between [Attorney-General Abdul] Gani [Pattail] and Musa to use Dr Abdul Rahman [Yusof] to fabricate the three so-called special reports on the injuries Anwar received while in police custody in 1998.”

Musa said he has no knowledge about any such reports, declaring that he has no power to order any doctor to do anything.

“He [Mat Zain] is the one who investigated the case. He should have the reports,” he said.

He said Mat Zain, along with Ramli, was trying to discredit him.

“They are plainly trying to stop me from speaking out. These people are back in operation. They have to say something. They know I can’t stand this kind of things, so this is a preemptive strike by them,” Musa said.

“Let me ask them now: who are the real kingpins? Why have there been no actions [taken]?”

Defamation suit

Musa also denied rumours that he is coming out now because his request to be made the Malaysian High Commissioner to Brunei was turned down, saying that he had in fact rejected the offer.

“I was [in fact] offered the post [but] I refused. I am a policeman,” he said.

Meanwhile, MyWatch chairman R Sri Sanjeevan said that his NGO was giving former Malaysian Anti-Corruption Commission adviser Robert Phang three days to apologise and retract comments he made about the organisation.

“He has mentioned in his statement that MyWatch is bankrolled by underworld syndicates. I will give him a grace period of three days to apologise for his statement, or we will initiate a defmation suit against him.”

“He has no clue about MyWatch. If he is defaming us, he is indirectly defaming Musa,” said Sri Sanjeevan.

Meanwhile, MyWatch adviser S Gobi Krishnan denied that the NGO was politically linked.

“MyWatch is an NGO… neutral. I can be a party member, but MyWatch doesn’t take instructions from anyone, or report to anyone.”

It was an interesting day the DAP Socialist Youth and DAP Wanita committee elections today. In summary, it was a failed game of proxies.

DAPSY delegates voted in ADUN Bahau YB Teo Kok Seong. Teo, who is a favoured personality by the outgoing DAPSY Head YB Anthony Loke, defeated ADUN Canning YB Wong Kah Woh. Wong is a proxy of the ‘Dictator Duo’ cousins Ngeh Koo Ham and Nga Kor Ming.

It would strengthen the ‘Dictator Duo’s control over DAP Perak if their lap dog is the DAPSY Head. However, the popularity of the two cosusins have been clearly sent by the DAPSY delegates today.

Another interesting fact is that DAP Secretary General and Penang Chief Minister Lim Guan Eng aka Tokong’s Political Secretary YB Ng Wei Aik was defeated in his bid as the Secretary to DAPSY. Johor DAPSY Secretary Tan Hong Pin was elected by the DAPSY delegates.

In a typical socialist organization, the secretary is a very strategic and powerful position. For Lim to not control this DAPSY’s post is a demonstration that the new generation DAP leaders are not into his politics.

Wanita DAP delegates elected Bukit Mertajam MP YB Chong Eng versus Lim’s own favoured woman Selangor State Exco, ADUN for Kinrara and MP for Seputeh Teresa Kok. Kok’s defeat, who is also National Organising Secretary and Selangor Wanita Head, is a big slap on Lim the Tokong’s face.

Chong have had a rift with Penang State Government Exco Lydia Ong, for the past two years. Even though Chong lobbied for Ong for the Exco post when DAP took over the Penang State Government from Gerakan four years ago, the soured relationship the past two years has been a setback for women issues in Penang.

Chong is definitely an Old Guard, who is closely aligned to DAP Emperor Lim Kit Siang.

The first election for Wanita DAP in 40 years, only 30.8% turnout of delegates. This is the true reflection that the party is not democratic and its members dont take their own brand of democracy seriously, even though they try to picture themselves as ‘democratic’.

Earlier in his speech, DAPSY Head Loke is demonstrating the DAP desperation in his speech:

1. Rakyat must decide to decide to choose a corrupt government which consistently play the racist game with ’13 May’ threats or vote for a better future

2. BN is panicking as the rakyat is now aware that PR is strong and backed by the rakyat

3. BN is using dirty tactics to maintain power

4. UMNO will continue to slander DAP as ‘Anti Malay’

5. DAP’s stance on Hudud is not in accordance with the Federal Constitution and not suitable for a multi-ethnic society

6. DAPSY would be more pro-active in the psychology war

7. DAPSY would continue to fight BN in all fields, including cybersphere

8. The voice of UMNO, MCA and MIC Youth is no longer relevant to younger Malaysians

Out of the 20 DAPSY leaders elected today, only two are Non Chinese; Arul Kumar Jambunathan of Negeri Sembilan and Rajiv Risyakaran of Selangor. No Malays or any Bumiputra from Sarawak or Sabah elected in any posts. So much for a multi-ethnic party. The ratio of leaders voted into DAPSY dan DAP Wanita Central Commiitee  is a demonstration of their Chinese Chauvinist agenda is very much in place.

The decision of the DAPSY delegates very much affirmed the contention that DAP is really an anti Malay political party, something the DAPSY Head said they are not.

This evening’s results proven that Mini Emperor Lim Guan Eng’s attempt to grip onto the Chinese Chauvinist party failed. Even delegates of DAPSY and Wanita DAP are not swayed into the apparent dynasty control-freak mentality.

Sanggah membawa rebah

Baru baru ini sekitar Perhimpunan Agung UMNO 2012, desas desus mengenai pembekal jana kuasa bebas NUR Generation Sdn. Bhd. yang diambil alih berdekatan Kulim dan Butterworth dijadikan bahan modal untuk membuat khabar angin bagi mengaitkan pemimpin UMNO tertentu.

Dalam keadaan biasa, konotasi negatif dilemparkan untuk menjadi modal bagi mensensasikan cerita.

1. NUR Power Plant (NUR) bukanlah “Independent Power Producer” (IPP). NUR tidak mempunyai “Power Purchase Agreement” (PPA) dengan TNB dan NUR tidak membekalkan tenaga yang dikeluarkan kepada TNB. NUR Power Plant membekalkan tenaga di Kedah dan hanya kepada kawasan industry Kulim Hi-tech Park.

2. NUR sebelum ini berhutang lebih daripada RM1.5 billion kepada beberapa bank. Disebabkan NUR tidak dapat membayar hutang selama 10 tahun (daripada tahun 1994 hingga tahun 2004), pihak bank telah mengambil alih aset NUR dan telah melantik “Receiver” dalam tahun 2004 untuk menguruskan asset NUR.

3. Receiver atas arahan pihak Bank telah melelong aset NUR pada tahun 2011 setelah 18 tahun hutang melebihi RM1.5 billion tidak dibayar kepada pihak Bank.

4. Empat (4) Syarikat telah memasuki lelongan terbuka yang telah di panggil oleh Receiver. Syarikat-syarikat ini adalah syarikat besar seperti Tenaga Nasional Bhd dan Powertek Sdn Bhd yang dipunyai oleh Tan Sri Ananda Krishna. Syarikat yang telah berjaya memenangi lelongan terbuka ini adalah syarikat bumiputra kerana syarikat ini telah menawarkan harga yang tertinggi.

5. Situasi ini adalah biasa bagi pihak bank ibaratnya jika seseorang meminjam untuk membeli rumah atau kereta, jika pinjaman ini tidak dibayar, bank akan mengambil alih hakmilik rumah atau kereta itu. Bank selepas itu akan melelong rumah atau kereta itu untuk mendapatkan balik duit bank.

6. Sekarang selepas proses lelongan terbuka, NUR dimiliki oleh syarikat bumiputra. NUR bukanlah IPP dan tidak mempunyai PPA dengan TNB. NUR tidak menjual tenaga yang dikeluarkan kepada TNB. Jadi, ini adalah transaksi komersial diantara bank, aset NUR yang dimiliki oleh Bank dan sektor korporat. Bank melelong aset ini untuk mendapatkan balik duit Bank.

Orang Melayu sepatut berbangga syarikat Bumiputra telah dapat mengambil alih hakmilik NUR dan tidak mempolitikkan perkara ini, terutama beradsarkan maklumat yang tidak tempat dan perkara perkara samar samar dimodalkan dengan konotasi negatif. Jika ada pihak-pihak yang cuba mempolitikkan perkara ini, semestinya mereka mempunyai agenda tertentu.

Pengambilan pembekal janakuasa bebas ini menunjukkan secara strategik orang Melayu sudah bersedia untuk menghadapi segala cabaran, termasuk menggunakan kuasa kommersial untuk menentukan kepentingan kuasa politik yang diterajui orang Melayu melalui UMNO dikekalkan. Ini adalah permulaan bagi kemungkinan lebih banyak entiti kommersial berdekatan dengan Pulau Pinang akan diambil alih.

Ianya sebahagian dari gerak kerja strategik untuk menentukan kepentingan Melayu itu terbela. Sama seperti pengumuman ‘rumah mampu milik’ oleh Peruhaman 1 Malaysia (PR1MA) oleh Perdana Menteri Dato’ Sri Mohd. Najib Tun Razak di Sungai Dua, Pulau Pinang semalam.

Dalam keadaan tertentu, Perdana Menteri Dato’ Sri Najib akan menyokong usaha untuk mengambil alih entiti kommersial oleh individu tertentu semata mata ianya akan memenuhi hasrat strategik yang mempunyai nilai politik, terutama dalam kawasan strategik seperti Pulau Pinang. Sebelum ini, beliau memberikan sokongan kuat bagi entiti baru walaupun ianya akan memberi persaingan kepada entiti sediada yang amat popular dikalangan pengguna.

Malangnya, perasaan irihati, dengki dan buruk sangka membatasi kewarasan masih menjadi masalah yang menyelubungi ramai orang Melayu termasuk pemimpin mengenah UMNO sendiri.

Ini merupakan sebab mengapa ramai orang Melayu sendiri mudah terpengaruh dengan konotasi Bukan Melayu apabila soal usahawan Melayu yang berjaya dan membuktikan keupayaan untuk meningkatkan syarikat dan perusahaan. Personaliti seperti Tan Sri Syed Mokhtar Al Bukhary sering dilihat dengan konotasi negatif.

Kalau sifat orang Melayu itu suka menyanggah sebagai peringatan atau terguran, tentukan faktanya jelas dan tepat. Jangan jadikan sanggah itu membawa rebah. Sesungguhnya, sejarah sudah banyak kali membuktikan keruntuhan kuasa orang Melayu itu sebenarnya berpunca dari dalam, samada secara niat jahat atau cuai.
