KUALA LUMPUR, March 17 —  Pakatan Rakyat (PR) will decentralise power to return the spirit of Malaysia’s constitution, the DAP’s Lim Kit Siang proposed today, in his bid for the opposition bloc to take Putrajaya in Election 2013.

The opposition party’s parliamentary leader spelled out a seven-step formula he said would roll back five decades of the current concentration of power in the hands of the executive, one of the three branches of government Lim said has turned Parliament into a subordinate institution and weakened the basic concept of democracy.

“The centralisation power in the hands of the Executive has enabled the emergence of an authoritarian system of government,” he said in a statement today.

To restore Parliament’s supremacy, Lim said the PR pact will appoint an independent Dewan Rakyat speaker who is not beholden to the executive government, and will revise the current standing orders for the lawmaking house to level the existing lopsided playing field for the two parties to play their respective roles.

The Ipoh Timor MP also said Bills for legislation would be handed out two weeks ahead of their tabling and select parliamentary committees will be set up to enable the lawmakers more time to study and get public feedback on the proposed laws.

There would also be no more provisions to empower ministers under a PR regime, he pledged, in keeping with the concept of separation of powers.

He said current practices “have the effect of placing Ministers and in effect the ‘Little Napoleons’ above the law and their actions beyond judicial review.

“This leads to abuse of due processes and enables the Executive branch to amass huge powers and avoid accountability,” Lim (picture) said.

He added that PR will review all existing laws carrying that provision.

Lim also promised to replace the contentious Official Secrets Act with a Freedom of Information Act — which has already been passed as law in some PR-led states, such as Selangor — to create a transparent and accountable government system.

The PR regime would also appoint ombudsman and form a Constitutional Court to settle legal disputes that conflict with the country’s supreme laws, he said.

He said the steps would bolster democracy and prevent abuse associated with an authoritarian rule.


It is so untrue that the DAP Supremo said. In fact, they are doing completely the opposite in the states already under their control and administration.

Firstly, It is ironic that Lim is talking about ‘decentralization’ and doing away with ‘Little Napoleanism’. Look at Penang under Mini Emperorissimo of Middle Malaysia Lim Guan Eng. He is very autocratic and totally ignored the concept of ‘teamwork’. His current Deputy Chief Ministers Dr Mansor Othman and Prof P Ramasamy have issues with Lim and his ‘Emperor Napoleanic’ dictatorship. “He is very. very arrogant. Like a ‘Tokong”.

This ‘Little Napoleanism’ is very much a trait of pro-Lim Dynasty within DAP. DAP Perak autocratic rule under cousins Ngeh Koo Ham and Nga Kor Ming is so suffocating that two ADUNs Hee Yit Foong and Keshvinder Singh defected out from the party. Ipoh Barat MP M Kulasegaran is not shy to demonstrate his gross displeasure to the two of the their ‘Little Napoleanism’ of DAP Perak.

Nepotism is very much a habit for all Opposition parties. PKR, which is founded but guised  for the sake of Opposition Leader Anwar Ibrahim first sodomy trial is about him being the uncontested Ketua Umum, his wife Wan Azizah Wan Ismail as the President, his best friend Azmin Ali as the Deputy President and darling daughter Nurul Izzah Anwar as the Vice President.

DAP, has been practicing this for much longer. Party Supremo Lim Kit Siang is still around after 45 years. Where as his son Lim Guan Eng, is the Chief Executive and daughter in law Betty Chew is an ADUN Kota Laksmana in Melaka. Of course, there is DAP Chairman Karpal Singh and his son Puchong MP Gobind Sigh Deo and ADUN Dato’ Keramat Jagdeep Singh. The DAP Perak ‘Little Napolean Duo’ Ngeh Koo Ham and Nga Kor Ming are cousins.

This ‘transparency and accountability’ that Emperorissimo Lim stating here is really a lame joke. All Opposition-run state governments are plagued with controversies and scandals. First it was the Kelantan State Government. MB Kelantan Nik Aziz had to dismiss his son-in-law from Perbadanan Menteri Besar Kelantan Arifahmi A Rahman as the CEO because of ‘highly irregular’ deals.

In Selangor. in the early days of PKR controlled state government it was uncovered about the gross sand mining of Kuala Semesta. Then the investigation of corrupt practices of Selangor State Government Excos from DAP and was conveniently forgotten due to the suicide of Teoh Being Hock. Later, the 2,263 acres of leasehold land in Bestari Jaya to the Selangor State Government in the Talam-gate scandal.

This is not withstanding the current scandal of the ultra quick sale in complete hush-hush of the Peransang Templer Golf Club for the value of RM 1.2 billion where a net realisable income of RM 200 million was supposed to go into the state coffer. A RM 40 million initial earnest money was collected for the deal and people are questioning on where did th money go.

Ipoh Barat MP M Kula also raised about the ‘tailor shop scandal’, involving the highly-protected post of the Perak DAP leadership.

Like in Kelantan, Kedah State Government under PAS allowed incessant over logging which already resulted in clear environmental issues. Then, the incompetencies of the PAS politicians brought upon the degradation of KUIN.

In Penang, there are so many controversial projects. Bayan Mutiara is one. The other is the sale of land for the development of a private hospital at Taman Manggis.

Opposition leaders were never open with the concept of ‘freedom of media’. ‘Gag orders’ are issued to party leaders and members whenever they are faced with controversies and prickly situations, of which is so rampant in the past two-three years. Some of them are very rude to media whenever they are asked questions or for explanations. If that didn’t help, they just sue the media, be it the agency or journalists.

Mini Emperorissimo Lim also use Official Secrets Act (OSA) trap whenever it is convenient for him.

The fact is that Opposition leaders have never respected the Federal Constitution. Time and again, they broke the law and challenged the provisions clearly  that are stated. Some of them insulted HRH Malay Rulers and specific provisions such as Article 153 and pertaining to Islam such as 11 (4), in the process of their sordid attempt as minority challenging the will of the majority.

The Opposition had in the past demonstrated that they could never be truthful nor trustworthy. It is utter lies on the picture that Emperorissimo Lim paint the picture if the Opposition takes over Putrajaya.
