Kabinet Perdana Menteri Dato’ Sri Mohd. Najib Tun Razak

Sekarang ini merupakan masa paling sesuai untuk mempertimbangkan Rombakan Kabinet setelah sampai dipertengahan separuh penggal Parlimen ke XIII setelah Perdana Menteri Dato’ Sri Mohd. Najib Tun Razak memenangi PRU 13 pada 8 Mei 2013.

Ianya bertujuan untuk memantapkan lagi pentadbiran PM Najib agar segala agenda strategik melalui dasar seperti Visi 2020 dan pelbagai program transformasi dapat dilaksana dengan lancar dan memenuhi perancangan asal.

Agenda separa strategik seperti Manifesto BN juga perlu ditentukan perlaksanaannya dan kumpulan sasar menerima sebagai yang tertera dalam Akur-Janji yang dibuat Perdana Menteri Najib selaku Pengerusi BN ketika itu.

Ini disamping segala cabaran yang sedang diharungi, terutama terbitan berumpama tekanan politik dari dalaman walaupun Pembangkang berada dalam keadaan paling lemah masa ini.

Namun begitu, adalah wajar dilakukan Rombakan Kabinet walaupun tidak menyeluruh.

Kami ingin mencadangkan:

1. PM Dato’ Sri Mohd. Najib Tun Razak kekal sebagai Perdana Menteri tetapi melepaskan jawatan Menteri Kewangan

2. DPM Tan Sri Muhyiddin Yassin kekal sebagai Timbalan Perdana Menteri, tetapi melepaskan jawatan Menteri Pelajaran

3. Menteri Kewangan diambil alih oleh Dato’ Sri Abdul Wahid Omar.

4. Menteri di JPM bagi tugas EPU, ICU, UKAS, TERAJU dsb diambil alih oleh Dato’ Sri Ahmad Husni  Hanadzlah

5. DPM Tan Sri Muhyiddin Yassin dilantik sebagai Menteri Kanan Ko-ordinasi, satu portfolio baru yang diujudkan kerana buat masa ini pun beliau mempengerusikan 21 Jawatankuasa Kabinet

6.Menteri Pelajaran disandang oleh Dato’ Sri Dr Ahmad Zahid Hamidi

7. Menteri Perdagangan Dalam Negeri dan Pengguna disandang oleh Dato’ Noraini Ahmad

8. Menteri Kemajuan Luar Bandar dan Wilayah disandang oleh Dato’ Sri Idris Jusoh

9. Menteri Pertahanan oleh Dato’ Johari Abdul Ghani

10. Menteri Perumahan dan Hal Ehwal Urbanisasi Dato’ Abdul Ghafur Salleh

11. Menteri Kommunikasi, Penerangan dan Multimedia disandang Dato’ Sri Abdul Rahman Dahlan

12. Menteri Ko-ordinasi Perpaduan, Adat, Budaya dan Pembangunan Ketamadunnan Dato’ Sri Ahmad Shabery Cheek (ini merupakan Kementerian baru yang diujudkan, mengambil beberapa fungsi dari beberapa Kementerian lain)

13. Menteri Keselamatan Dalam Negeri disandang oleh Dato’ Dr. Abdul Latif Ahmad

14. Menteri Wilayah Persekutuan disandang semula oleh Senator Dato’ Sri Raja Nong Chik Raja Zainal

Manakala Dato’ Seri Hishamuddin Hussein pula dilantik sebagai Menteri diJabatan Perdana Menteri dengan tugas tugas khas ko-ordinasi GLC dan hubungan industri. Ini adalah portfolio baru yang bersifat hybrid dengan mengambil sedikit fungsi MITI, MOF dan KPDNKK.

Dato’ Sri Shafie Apdal pula dicadangkan untuk dilantik sebagai Menteri diJabatan Perdana Menteri dengan tugas tugas khas ESSCOM dan pembangunan Sabah Timur dimana sebuah agensi baru East Sabah Development Authority (model kepada IRDA, NCIA, LADA dan ECER) diujudkan.

Dato’ Sri Hassan Malek dan Dato’ Sri Tengku Adnan Tengku Mansor digugurkan sebagai Menteri Kabinet.

Beberapa rombakan kecil bagi jawatan Timbalan Menteri juga perlu dibuat dan selaraskan bagi menentukan semua portfolio akan terus berfungsi sejajar dengan matlamat yang perlu dicapai, bagi meralisasikan secara total dasar dan agenda strategik Kerajaan.

Muka muka baru seperti Dato’ Mas Ermieyati Samsuddin (MP Masjid Tanah), Dato’ Osman Aziz (MP Jerlun), Dato’ Raime Ungi (MP Tenom), Dato’ Irmohizam Ibrahim (MP Kuala Selangor) wajar diberi peluang, sebagai proses ‘peremajaan pentadbiran’.

Beberapa pemimpin dikalangan ahli korporat dan pemimpin masyarakat yang telah menunjukan kemampuan luar biasa berkerja dengan keberhasilan tinggi wajar ditimbangkan untuk dilantik sebagai Senator dan dibawa sebagai Timbalan Menteri.

Rombakan Kabinet akan dijangkakan akan menambahkan keyakinan kepada majoriti rakyat, terutama ada suntikan muka muka baru dan terbukti berpengalaman untuk memimpin, merancang dan mengurus perlaksanaan portfolio masing masing.

Ini terutama isu berkenaan kewangan dan perbendaharaan dimana kontroversi yang dimanipulasikan sebegitu ampuh  dan jitu secara konsisten dan tersusun sehinggakan menimbulkan kekeliruan dikalangan masyarakat dipelbagai peringkat dan mula berlaku ketirisan keyakinan.

Ketegasan Perdana Menteri Najib untuk melakukan Rombakan Kabinet sebagaimana yang dibayangkan ini akan mendemonstrasikan bahawa beliau begitu serious dan bercita cita tinggi dan kehadapan (visionary) agar dasar dasar yang dirangka seperti Visi 2020 dan segala agenda strategik dan tranformasi terlaksana dan berdaya terus.

Sudah sampai sedikit perubahan berlaku dalam pentadbiran dan ianya perlu natijah untuk mencapai kedudukan terbaik yang wajar bermula  dari dalaman.

    Adakah ini fakta atau “tuduhan tanpa bukti” – khas untuk selindungi PM?

    • ” ketirisan keyakinan” berlaku Najib sendiri punya pasal. Tak jawab apa yang di tanya. Kalau takda “masalah”, ngapa tak jawab.

      Bukan syarikat kecik, bukan sikit punya pinjaman, bukan duit sendirri punya. Sekarang baru bau sikit tembelang – PAC kata juru odit dulu di berhentikan, ada yang buat kerja tak siap pun, baru berapa bulan aje, di berhentikan.

      Kan orang dah tertanya tanya, ada yang di korek, tak suka, berhentikan tukang odit ke? Berkali kali pulak tuh. Odit bagi tahun tahun yang banyak transaksi plak tuh.

  4. Demokrasi membenarkan bantahan kpd pemimpin yang buat salah atau tak membuat apa yang sepatut nya di buat nya. Saya bantah DS Najib berkaitan 1MDB dll. Sokong gerakan mahukan dia meletak jawatan atau di gantikan.

    Sementara waktu, kalau ada pun rombakan kabinet, kalau DS Ahmad Zahid di pindah dari Kem Dalam Negeri, marah lah dia. Dia Naib Presiden UMNO yang tertinggi undi/ paling kanan. Kedudukan nya nombor 3, di bawah Timb PM. Dan KDN ada lah nombor 3 penting nya. Sebab ada kuasa tangkap menangkap, dsb nya.

    Dulu KDN di beri kpd DS Hishamuddin sebab dia sepupu Najib dan paling di percayai dari segi kuasa tangkap menangkap. Tapi di saling ganti jawatan dengan Ahmad Zahid sebab Hishamuddin tidak di gemari rakyat, di gelar Menteri Amaran dsb nya. Tapi Ahmad Zahid di sukai ramai sebagai Menteri Dalam Negeri.

  5. I think things have went too far. The nation is really at stake and i am afraid that if najib sticks around, the economy will only get worse and at present, it is already in bad condition. I dont think a shuffle of the cabinet will result to anything significant.

    Despite that you’re putting forth a speculative list for PM Najib’s renewed cabinet (if it comes) with the selection still within the ambit of UMNO top & senior leadership, it is not quite bad.

    There are some experienced corporate figures; Wahid Omar, Johari Ghani, Raja Nong Chik.

    All of them are certified accountants.

    Having Noraini as a Minister is very good. There is a serious deficiency of women Ministers in this Cabinet.

    Particularly, from UMNO.

    One good thing about your posting, it’s only about posts involving UMNO leaders. It is clear that you are focused on some the issues the good doctor is drumming up, particularly within UMNO.

    P/S: Can’t help to notice the mere convenience that you nominate AWO, JAG & RNC becoz they share the same professional fraternity as you, perhaps….?😉😉😉

      I think 1 Wanita, 1 Pemuda cukup lah. Kalo tak, berpuluh puluh Menteri le. Kita baru 26 juta orang. Banana Republic pun dah tak camtu lagi.

      • According to BD’s speculation, the Cabinet would be 37 members. Noraini would be the ONLY Wanita UMNO with a ministry portfolio.

        37 Ministers, overseeing a civil service of 1.2million, which runs a nation of 30million citizens and immigrants?

        That’s quite alright.

        Compare that to a nation of very similar system. The little red dot republic of ‘bananas’, there are 29 Cabinet posts (19 Ministers plus 10 Second Ministers’ jobs), overseeing a civil service of 143,000 in a island slightly bigger than 700sq.km. inhibited by 5.5million people.

        Should I throw in other variables such as land area, vastness of the body of water that separates the nation and 4,675km of coastline, to make the comparison interesting?

        There are indeed many variables affecting size of cabinets. The criteria used for determining cabinet size also varies from country to country – population size, number of constituencies, level of development etc, including, as one fellow puts it, extent of corruption. Ministerial posts, like Ambassadors, can be rewards for loyalty or special consideration, too. Posts can be created for special functions of various kinds.

        Pakistan with a population of 182 million in 2010 had 48 Ministers, including for defence production (quite rightly, as it has produced nuclear bombs), human rights (of course Talibanism has been a huge problem), special initiatives (though I’m not sure what’s so special about those initiatives). India with a population of 1.25 billion has 66 Ministers under Modi, and is an economic tiger in recent times..

        Australia with a population of 23 million but the size of a sub-continent now has 40 Ministers and one guy figured it could be reduced to just 24 – http://www.macleans.ca/politics/how-many-ministers-do-we-really-need/

        I recognize that in the final analysis, size of cabinets is really just a matter of the preference of the Chief Executive concerned. But he certainly can be criticized, like Zuma of South Africa (a developing country, population 46 million) was whacked (that word is ok for non-royals!) heavily for having over 40 Ministers.

  7. Tak perlu dah kuota untuk cina mca dan gerakan. Masing-masing tikam belakang bn dengan memberi undi kepada dap. Ada akhbar pun diberi kepada cauvinis untuk jalankan provokasi kepada Melayu. Kata nak meritokrasi, usahalah untuk dapat portfolia menteri atau timbalan menteri. Bertanding lawan dap bukannya bertanding di kawasan majoriti Melayu lawan pas/pkr. MIC pun sama, kalau tikam belakang dan bersifat cauvinis, suruh lawan dap kalau nak masuk kabinet.

    Pendek kata, parti2 bukan Melayu ni dah tak boleh diberi kuota masuk kabinet. Mereka kena buktikan yang mereka benar2 layak masuk kabinet!

  8. What Najib ought to do is to demonstrate leadership.

    Yes, cabinet reshuffle would quite do part of it. More experienced and proven planners and managers should be brought in.

    Do away with the court jesters whose clowing acts brought upon nothing but utter disgusts. The kampung folks, who were Umno’s ‘fixed deposit’, are mocking them! Even by the fence sitters who hadn’t given a flying toss of politics all these while.

    And more importantly, those with baggages.

    Nevermind the party. Of course party is the machinery to canvass for votes whence elections time.

    Having a really effective party machinery but if the majority of voters loathe them, they would suffer for irreversible guilt.

    Leadership is about the ability to mix and harness the best from party and corporate leaders, for the nation and rakyat. I think Singapore managed to do this very well throughout their fifty years governing.

    Bring back Malaysia Inc. and exploit it to the max!

    Leadership also means able to rein his family (wife & brother) from over exposure through the media.

  9. Unlike in advanced countries, our cabinets usually comprise

    – those party members who are considered really good and suitable for the posts (a relatively small %)

    – those who won posts in the 2nd layer of the party hierarchy – the VPs, and the UMNO Youth Head (not appointed to the cabinet at first) and the Wanita Head (had to resign due to husband’s loan scandal)

    – those who have worked extremely hard, not necessarily highly capable but need to be rewarded

    – those who are extremely loyal to the party boss, needed in the cabinet to do “whacking” here and there, and those who get the UMNO Division Heads at PWTC etc to say yes

    – those whose background don’t really matter so long as they meet the quota allotted to component parties

    Good, loyal etc are, in the end, subjective. It’s what the bossman wants. ISA to go, it goes. Sedition Act to go, it didn’t, because over 100 Division leaders wanted it retained. There you go – you want changes, get a majority of the Division heads.

  10. Saya tak fikir Najib akan rombak kabinet nya. Dia selalu take the line of least resistance, tak bersemuka bangkit membangkit, biorkan saja apa yang berlaku, kena tsunami Cina pun masih nak ambik hati depa.

    Kalau rombak, lagi ramai yang sakit hati. Bukan saja yang kena tukar atau kena drop, juga pengikut depa, dan Bahagian Bahagian UMNO yang rapat dengan depa.

    Najib tak mau sentuh hati sesiapa pun dalam keadaan sekarang, termasuk Tun Mahathir. Itu sebab dia tak hadzir upacara yang dia di beri tahu Tun Mahathir hadzir nak tanya fasal 1MDB. Kot takut Tun Mahathir kecik hati kalau dia buat “nohe” saja, bak kata orang Parit, Perak.

  12. The proposed list looks more like an expansion of Cabinet rather than a reshuffle of Cabinet. While I think Najib has lost the trust of the people in his failures to project and implement pro rakyat fiscal and monetary policies as well as the still unresolved 1MDB question, a last hurrah of any Cabinet reshuffle should be as follows :
    PM : He still wants to be PM
    DPM and Finance Minister : Muhyiddin Yassin
    Home Affairs : Zahid Hamidi
    Education: No suitable candidate. Get an education technocrat
    Foreign Affairs : Syed Hamid Albar ( appoint as senator)
    Defence : Shafie Afdal
    Information and Communication : Shabery Chik ( get rid of Apco and return information duty back to the Ministry)
    Domestic Trade and Consumer Affairs : Dato Razali Ibrahim.
    International Trade : Tan Sri Asmat ( former KSU of MITI. Can appoint him as senator).
    Health : Idris Jusoh
    Tourism : Noraini Ahmad
    Youth and Sports : Khairy Jamaluddin.
    Mustapha Mohamed and Hisham can be Menteri di Jab. PM.
    Liow Tiong Lay : Transport
    Agric/Asas Tani : Ismail Sabri
    Federal Territory : Raja Nong Chik.

    Drop Idris Jala, Nazri, Anifah Aman, Wahid and the rest not mention above.
    Disband Pemandu for cost savings and return public sector responsibilities back to the real civil servants.

  13. It’s not the number of Ministers that counts, otherwise India wouid have hundreds. It’s the quality. But quality is a rare commodity in the country under DS Najib.

    His political philosophy or ways of winning elections are quite different from past PMs. He is prepared to forego age-old traditions and values like the Special Position of the Malays and the Bumiputeras of Sabah and Sarawak, hence decided doing away of so-called archaic laws, and the Sedition Act which was saved only by the UMNO Division Heads and others clamouring for its retention.

    And he wants grandiose schemes using public money and assets under 1MDB the handling of which was not transparent, indeed suspicious, and all sorts of hoola baloo and allegations of hanky panky have come out against him for a long time now. In the name of loyalty or whatever, his cabinet members hardly spoke on it, tried to support him on it.

    Hence you can’t expect to have many quality people in his cabinet. Same difference even if he has 50-60 Ministers.

    • Dia mahu jadi “liberal” apekenama nya. Senyapkan DEB dalam Dasar Baru Ekonomi nya, mengaku dia pendatang walau pun Persatuan Sejarah Malaysia (di tubuh sejak zaman British kolonial lagi) telah keluarkan buku “Tamadan Alam Melayu” dan “The Malay Civilization” yang menyatakan pendapat berpuluh puluh pakar dalam bidang bidang berkenaan bahawa semua Melayu di Malaysia, Indonesia, Filipina dll pun ada lah serumpun dan di kenali sebagai “Keluarga Besar Melayu” yang berasal dan keluar masuk di Gugusan Pulau Pulau Melayu (the malay Archipelago) ini sejak lebih 6,000 tahun lalu.

      Maka yang di pilih nya ke Kabinet nya mesti lah jenis yang lk macam itu juga. Tapi majoriti Melayu berpegang kpd pendirian tradisional. Tentu di kondem mereka, berpecah ranah Melayu jika Najib berterusan, berapa besar Kabinet pun tak boleh satukan. Pulak nya Cina pun bagi dia Chinese tsunami.

        Former prime minister Dr Mahathir Mohamd today said that Malaysia has done a much better job of building a more equitable multiracial society than most other countries including the US.

  14. Anybody suggests Nazri be retained?

    Singapore Straits Times calls him “Sharp-tongued ..has a penchant for speaking his mind, never mind the consequences.” How Najib can get international respect like that?

    DAP Tony Pua says “Nazri legitimises the act of a robber”, accusing Nazri of legitimizing “the use of 1MDB funds to to bankroll 13th general election”. But Pua is a worse sharp tongue and loose tongue DAP bugger. And belonging to the dead Pakatan, Pua could not be even in a shadow cabinet – they could not even agree on one.

    • Jangan terperanjat jika Najib masukkan Nazri dlm kabinet dia kalau ada rombakan. Nazri sayangkan Najib selagi ada bulan dan bintang. Kalau Najib letak jawatan atau di gantikan, lain cerita le.
