Nazri Aziz: Mengkhianati Bangsa Melayu dengan menyifatkan 'Perjuangan' sebagai "Bloody Racist"

Pada pengundian meluluskan Bill Perbekalan (Perbelanjaan 2010) diDewan Rakyat pada hari Isnin, 14 Disember 2009 Kerajaan Persekutuan yang diterajui Barisan Nasional (BN) hampir gagal kerana keputusan pengundian amat tipis 66-63. Walaupun BN mempunyai 139 MP dalam Dewan Rakyat, kehadiran hanya 66 untuk pengundian penting ini amat mengecewakan.

Detik cemas di Parlimen

KUALA LUMPUR 15 Dis. – Kira-kira pukul 11 malam tadi di Dewan Rakyat, Barisan Nasional (BN) melalui saat paling mencemaskan apabila jumlah undi diperoleh untuk meluluskan Bajet 2010 terlalu tipis.

Ia berikutan kehadiran Ahli Parlimen BN yang mengecewakan sehinggakan Perdana Menteri, Datuk Seri Najib Tun Razak dan timbalannya, Tan Sri Muhyiddin Yassin terpaksa bergegas ke Parlimen untuk turut serta mengundi.

Ada yang menyifatkan saat tersebut sebagai cabaran paling getir bagi BN kerana implikasinya terlalu besar jika bajet itu gagal diluluskan.

Menurut Yang Dipertua Dewan Rakyat, Tan Sri Pandikar Amin Mulia, berdasarkan konvensyen bagi sebuah negara berparlimen, sekiranya bajet itu tidak diluluskan malam tadi, kerajaan BN terpaksa dibubarkan dan satu pilihan raya baru terpaksa diadakan.

“Ini juga bermakna kerajaan tidak akan mendapat perbelanjaan yang dibentangkan baru-baru ini kerana Dewan Rakyat tidak meluluskannya,” katanya ketika ditemui di pejabatnya di Parlimen hari ini.

Dalam sesi pengundian belah bahagian itu, BN berjaya mengatasi pembangkang sebanyak tiga undi (66-63) – membolehkan Bajet 2010 akhirnya diluluskan.

Dari segi komposisi, BN mempunyai 137 wakil di Dewan Rakyat berbanding 82 pembangkang dan tiga anggota Bebas.

Justeru, apa yang dilalui BN itu harus membuka mata semua pihak terutama wakil rakyat yang gagal menghadirkan diri untuk bersama-sama menyokong meluluskan bajet tersebut.

Mereka terdiri daripada barisan menteri dan timbalan menteri serta pemimpin utama parti komponen BN.

Kehadiran Perdana Menteri serta timbalannya pada saat genting malam tadi memberi mesej amat jelas tentang keseriusan menghadiri sidang terutamanya sesi pengundian sesuatu rang undang-undang itu.

Mengulas peristiwa itu, Menteri di Jabatan Perdana Menteri, Datuk Seri Mohamed Nazri Aziz kesal dengan kegagalan Ahli-ahli Parlimen BN hadir malam tadi dan mahu ia dijadikan pengajaran.

“Kita tidak boleh mengharap bernasib baik setiap waktu. Kita mesti berfikiran setapak ke hadapan dan sentiasa bersedia,” katanya.

Dalam pada itu, Mohamed Nazri berkata, beliau menyedari sesuatu yang penting akan berlaku apabila melihat Ketua Pembangkang, Datuk Seri Anwar Ibrahim bersama-sama Presiden Pas, Datuk Seri Abdul Hadi Awang dan Penasihat DAP, Lim Kit Siang masih berada di Parlimen sehingga pukul 8 malam.

“Kebiasaannya pada waktu ini mereka sudah tiada tetapi yang anehnya ramai anggota pembangkang masih berada di Parlimen pada waktu itu.

“Oleh itu, saya meminta semua ahli Parlimen BN berada di Parlimen segera kerana mengesyaki pembangkang akan melakukan sesuatu ketika proses pengundian untuk meluluskan bajet,” katanya.

Menjawab satu soalan, Mohamed Nazri berkata:

“Saya berada di sini tiap-tiap hari, macam mana nak kata saya tak buat kerja?

“Mungkin selepas ini beri saya pistol, akan saya letakkan di kepala Ahli-ahli Parlimen (BN) dan tembak jika tidak hadir, baru nampak saya buat kerja.”

Mengulas isu sama Ahli Parlimen Johor Bahru, Datuk Shahrir Abdul Samad berkata, hakikatnya kerajaan BN akan kehilangan kuasa sekiranya bajet itu tidak diluluskan Dewan Rakyat malam tadi.

Ini kerana, katanya, kegagalan meluluskan bajet membawa makna yang kerajaan gagal mendapat mandat Parlimen atau dibaca sebagai mandat rakyat untuk mentadbir negara.

“Bagi menggerakkan sesebuah kerajaan ia memerlukan bajet dan sekiranya bajet tidak ada bagaimana kerajaan boleh berjalan.

“Katakanlah malam tadi bajet tidak lulus. Timbul persoalan bagaimana kerajaan hendak mentadbir negara untuk Januari hingga seterusnya,” katanya.

Pendedahan yang dibuat secara ringkas oleh Mohd. Shahrir itu sememangnya amat memeranjatkan.

“Secara peribadi saya kesal mengapa Ahli-ahli Parlimen tidak faham betapa pentingnya hari meluluskan bajet.

“Mereka sepatutnya membatalkan semua program sebaliknya menumpukan kepada proses pengundian bajet,” katanya.

Tugas untuk menentukan agar MP BN hadir dalam persidangan Dewan Rakyat merupakan tanggung jawab Pejabat Whip. Ketua Whip majoriti Dewan Rakyat disandang oleh Timbalan Perdana Menteri Tan Sri Muhyiddin Mohd. Yassin, yang juga merangkap Timbalan Pengerusi BN. Namun begitu, Naib Ketua Whip Dewan Rakyat ialah Menteri DiJabatan Perdana Menteri Dato’ Seri Mohd. Nazri Tan Sri Aziz. Sebagai Menteri Kabinet yang bertugas sepenuh masa dalam Parlimen dan Naib Ketua Whip BN dalam Dewan Rakyat, menjadi tanggung jawab Nazri untuk menentukan MP BN hadir persidangan.

Apabila diminta mengulas mengenai prestasi buruk kehadiran MP BN, walaupun pada masa pengundian penting, Nazri membuat cadangan sistem ‘Buddy’ diperkenalkan.

KUALA LUMPUR, Dec 16 — The ruling Barisan Nasional (BN) plans to employ a “buddy system” for its lawmakers, after Datuk Seri Najib Razak’s debut Budget 2010 was nearly defeated in the Dewan Rakyat on Monday

The government barely got the prime minister’s budget through, with a 66-63 vote, at the third reading despite having 137 MPs against Pakatan Rakyat’s (PR) 82 in the 222-seat Dewan Rakyat. Three others are independents.

Minister in the Prime Minister’s Department Datuk Seri Nazri Aziz explained that the “buddy system” will ensure that a significant numbers of BN lawmakers will be present in the House and will act as a “pre-emptive strike” against PR.

“What happened was something serious because if the bills were rejected then the Budget cannot be implemented. And according to convention, it can interpreted as a vote of no-confidence,” he told reporters at the Parliament lobby today.

Nazri noted the “no-confidence vote” was not only from the Opposition as many BN lawmakers were also absent, adding the government must not allow this to recur in the future.

“I would like to propose a buddy system where each member of parliament from BN will have a friend. They will ensure that if one is absent then the other must be present in Parliament. It would be better if both of them attend,” he explained.

However, the BN backbenchers account for only 76 lawmakers while the rest are ministers and deputy ministers, giving an advantage of six to PR if none from the BN front bench turn up in the Dewan Rakyat.

Nazri stressed that the “buddy system” will ensure that BN will always be prepared for any “ambush” by PR.

“So we have buddy system, we have 140 members of parliament including two independent MPs which are pro-BN, so we will at least have 70 MPs at any time in Parliament. Then we will be safe and it will be easier for us to call the others if there are anymore ambushes by the opposition.

“I would like to discuss with the Whip to implement this system to ensure that we will not be caught by surprise,” he added.

PR had considered a similar move to derail the Budget 2009 during debates last year after Anwar’s “Sept 16” project to take over Putrajaya failed. But that, in the end, came to naught.

On Monday, Najib and Transport Minister Datuk Seri Ong Tee Keat saved Barisan Nasional the blushes when they turned up to tilt support towards the ruling coalition, who lost its customary two-third parliamentary majority in Election 2008.

Najib had to rush from a nearby dinner, organised by Cheong Hwa Private Secondary School, and changed his batik shirt before entering the Parliament.

It is understood that this is the first time that the national budget was approved with such a narrow margin. A rejection would have negative implications for the Barisan Nasional government which has been in power since independence in 1957, when it was known as the Alliance.

In a parliamentary democracy, a rejected budget is seen as a no-confidence vote towards the ruling government and indirectly opens the way for the formation of a new government.

Cadangan ini merupakan satu ‘reaksi kepada keadaan’. Nazri sebagai Menteri Kabinet JPM yang bertugas di Parlimen sepenuh masa sepatutnya menjalankan tugas. Beliau mempunyai Pejabat Whip yang lengkap dan sebagai MT UMNO berhak menggunakan jentera parti UMNO dan BN untuk merah sokongan MP BN agar menghadirkan diri dalam pengundian penting.

Apa pun sistem yang BN akan gunakan, jelas sebagai seorang Naib Ketua Whip BN dalam Dewan Rakyat Nazri gagal dalam tugas. Sebagai Menteri Kabinet yang tidak banyak fungsi dan portfolio, kegagalan Nazri ini sebenarnya amat memalukan.

Sepanjang dua minggu ini, Nazri telah banyak menimbulkan kontroversi. Bermula dari mengumumkan kurikullum akan dirombak sebagai reaksiKerajaan Pakatan Rakyat Selangor mengharamkan kurus BTN dalam negeri etrsebut bagi semua kakitangan Kerajaan dan pelajar. Sebaliknya Timbalan Menteri yang bertanggung jawab keatas BTN Dato’ Ahmad Maslan pula mempertahankan bahawa modul BTN adalah masih relevan dan sesuai dan tidak perlu dirombak. Apabila Perdana Menteri  Tun Dr. Mahathir Mohamad membuat ulasan bahawa modul BTN tidak perlu dirombak, Nazri mengelar beliau sebagai “Bloody Racist”. Sebagai reaksi, Tun Dr. Mahathir mencadangkan agar Nazri keluar dari UMNO kerana parti nasionalism itu sebenarnya ujud untuk memperjuangankan kepentingan Bangsa Melayu (Menurut definisi golongan liberal = Perkauman). Nazri kemudian mengelar Tun Dr. Mahathir sebagai “Bapa Perkauman”.

Beberapa pemimpin UMNO secara terbuka amat tidak senang dengan tindakan keceluparan melampau Nazri ini. TPM Tan Sri Muhyiddin merupakan pemimpin pertama meluahkan rasa tidak senang, walaupun amsa itu beliau dalam missi perdagangan ke Jepun. Ahli MT UMNO Dr Mohd. Puad Zarkashi dan Pengerusi Kelab Penyokong Kerajaan Dato’ Azmi Khalid juga meluahkan rasa tidak puas hati dengan sikap Nazri yang ramai akar umbi sifatkan sebagai ‘BIADAP’.

Kenyaaan terbaru Nazri mengenai soal ‘Perkauman’ ini ialah beliau memberi amaran kepada Utusan Malaysia agar tidak lagi memainkan isu isu yang menjadi perhatian utama orang Melayu, yang beliau anggap dan sifatkan sebagai ‘Perkauman’.

KUALA LUMPUR, Dec 16 — Umno maverick Datuk Seri Nazri Aziz has continued to condemn Utusan Malaysia for its “outdated” racist propaganda, saying the Umno-owned newspaper must accept that Malaysia is a multi-racial country.

“They should stop it because how would we (the Malays) like it if people say that Malays are lazy and stupid? We would also get angry. Don’t do to others what we don’t want others to do unto us,” the Minister in the Prime Minister’s Department told The Malaysian Insider.

The Umno supreme council member had earlier castigated the Malay daily for defending the controversial National Civics Bureau, or Biro Tata Negara (BTN), for its courses which he said were racist. The opposition has also claimed that BTN propagated political indoctrination.

“And more so now, under the prime minister (Datuk Seri Najib Razak) and 1 Malaysia, we must accept that Malaysia is a multi-racial country,” he added.

Utusan has been a mouthpiece for Umno ultra-nationalists and a tool for defending the party’s “Ketuanan Melayu” (Malay supremacy) policy.

The newspaper has also been criticised for being used to attack the opposition and ratcheting up racial tensions.

“I have reiterated that we must learn from Nicole David and other athletes. It is not acceptable to be a racist in 2010. It does not matter if we keep saying that we are not racist if our actions show otherwise. Enough with racism already.

“50 years after Independence, where are we headed to? Are we still going to deny that the Chinese and Indian community have any right to stay in this country? I think it is outdated,” Nazri added.

The Umno-owned newspaper was responsible for running daily stories criticising calls to allow former communist leader Chin Peng to return to Malaysia, linking it to what the newspaper says are moves to question Malay rights.

The paper also suggested that DAP was anti-Islam and said Datuk Seri Anwar Ibrahim was willing to betray the Malays to be prime minister — both incendiary subjects in mainly Malay-Muslim Malaysia.

Its articles have labelled the Chinese community as “pendatang” (immigrants) and the Indian community as “keling”.

Nazri added that Malaysians can longer accept categorising minorities with derogatory names.

“Malaysians, including the Malays, can no longer accept calling Chinese as immigrants and Indians with derogatory terms like ‘keling’.

“I think that if we want to act on a few that question Malay rights, then we should attack them only but not the whole community. If there are one or two individual Chinese or Indians that question Malay rights then we attack them only. We should not label the whole community as anti-Malay.

“As an elected representative, I know that that all the races are enjoying good relationships, so we should not take one or two bad examples as a basis to attack the whole community. I cannot agree with that. I am very much against racism. I hate racism,” he explained.

Sekiranya UMNO yang memperjuangakan untuk memartabatkan dan mejaga kepentingan Bangsa Melayu dan Utusan Malaysia sebagai wadah cetusan minda orang Melayu dianggap dan sifatkan Nazri sebagai ‘Perkauman’, maka wajar beliau berundur (sebagaimana saranan Tun Dr. Mahathir) dari jawatan Menteri Kabinet kerana kedudukan belau itu atas ehsan UMNO, yang memberi ruang untuk beliau mengilap kepimpinan sehingga mampu ju ketahap ini. Sekiranya tidak, maka PM Najib wajar mengambil tindakan yang lebih drastik dan keras.

Keadaan ‘hampir-gagal’ Kerajaan untuk melulus Bill Perbekalan (Perbelanjaan 2010) Isnin lepas merupakan alasan terakhir agar tindakan tegas wajar diambil keatas Nazri. Demi kepentingan maruah Perjuangan, UMNO, BN dan Kerajaan ‘1 Malaysia’ Perdana Menteri VI Dato’ Ser Mohd. Najib Tun Razak, maka kami di BigDogDotCom mendesak agar:

    MP yang dilantik dan diberikuasa sepatutnya bekerja,kalau tidak berminat, ramai lagi yang lebih berkaliber patut diberi peluang, kami rakyat biasa (yang mengundi menentukan para MP/ADUN dapat sesuap nasi)kalau tidak menghadirkan diri 3 hari berturut-turut, akan secara automatik dianggap hilang pekerjaan/berhenti kerja, bagi MP/ADUN pula, perlukan akta yang lebih tegas dimana jika tidak hadir tanpa sebab walaupun sekali, perlu dipecat. Kalau mereka yang merasakan sudah “besar kepala” kerana jadi MP/ADUN tidak bersetuju, beritahu kami, rakyat, yang kamu semua suka makan gaji buta dan lihatlah hasilnya di PRU yang akan datang …. itu pun kalau ada keberanianlah.

  2. What “buddy system” is this fellow talking about? Why have one fellow attend when the buddy doesn’t? Doesn’t he know this is a matter of the Budget? The most important piece of business of the country for the entire next year? How stupid he is.

    He is the Deputy Whip. Not that I know what whipping is in Parliament but isn’t he the Minister in charge of Parliamentary affairs? Isn’t ensuring sufficient BN attendance at vote-taking time his business?

    Why can’t he get his staff to ring the staff of the other Ministers, Deputy Ministers, Political Secretary MPs, Heads of Badan Berkanun, NGOs etc MPs and every BN MP on the roll and ensure a commitment of a majority of them to attend the bloody budget? Surely he has ample staff to do that. It’s a matter of allocating the duty to one of them. It’s a matter of a little planning. And if the staff can’t get a majority commitment, he himself ring those others. This is the Budget, man. Holy cow. What kind of thinking this man has?

    Looks like what they say about DSN keeping him in Cabinet to be his hatchet man is true. To hit at people who disagrees with DSN, including TDM. Yesterday he hit at Utusan. Utusan is very Malay and the fellow calls it racist. He plugs the 1Malaysia line but one wonders where 1Malaysia is going with liberalisation, walkabout to Sin Chiew (or was it another Chines paper?), visiting Sekolah Menengah Cina and declaring SJKCs can go on despite the cry for Sekolah Satu Aliran.

    And I wonder why UMNO is keeping quiet. No point to just protest by destroying your votes at PRU13. Shout out now and get at least the Nazri fellow out.

    Is this the only way Nazri can “persuade” BN MP to attend an important parliament sitting?

  5. Kenyataan nazri tak masuk akal.semasa pembentangan baru dia sedar ada sesuatu yang tidak kena?jelas dia gagal menjalankan tugas.

    DSN pula bergegas ke parlimen dari majlis makan malam di sekolah menengah chung hwa?penting sungguh chung hwa nampaknya. sekolah yang bertentangan dengan semangat malaysia dan perlembagaan.

    DSN sepatutnya lebih tegas(pecat je) terhadap nazri dan juga berani serta bijak dalam membuat kenyataan, tindakan dan polisi.jangan terlalu berlembut dan mabuk melakukan liberasi dan tidak habis-habis puaskan hati golongan racist seperti dong zong.

  7. I will bet with my last dollar that NOTHING going to happen to Nazri. In fact Nahib will give Nazri more task to complete to boost the image of true 1Malaysia not 1Melayu. Kudos to Najib. We want PM for 1Malaysia not PM for 1Melayu.

  8. I’m going to ask again. If Najib doesn’t sack Nazri, what’s next? Since we are good at talking about being proactive, we should have a follow-up plan. I say lets call for Najib’s head. Amacam? Maybe Muhiyuddin?

    Better still lets petition for Tun to unretire himself. Everything should go back to normal if Tun is our PM again. Age doesn’t matter as long as what matters doesn’t aged.

    No more issues with Chinese, Indian racists. We can always make use of the under-used Kamunting. For heaven’s sake, there are less than a dozen there, we need to maximise capacity. Figuring who should be there shouldn’t be an issue, get PK House to advise the Ministry of Home Affairs. I wouldn’t be surprise if PK has had the list already. And we all know who is on top of that list.

    Our kids can still get to learn school subjects in English. We get to say f*** off to America, we get to see our crooked bridge built. This time around we get to throw real sand at those kiasus across the Causeway. More MSC projects (I need these badly). Putrajaya will be twice as big. Anwar will be in jail. What else do we want? Oh yeah, one year tax holiday like in 1999. Lower fuel price? Yes please.

    Please add your wish list so that we can galvanise the entire blogging world to get Tun back. After all did we not say we bloggers were instrumental in getting the previous PM to vacate his throne?

    • I’m inclined to agree with you, Roberto. As long as you are sincere and not change your stand mid-stream.

      If Najib doesn’t sack Nazri, let’s call UMNO to sack Najib. But not Muhyiddin as he has tried to get Nazri in line on the BTN issue.

      Get Tun Dr Mahathir back – his wits are as sharp as ever. He understands Malaysian/ Malayan history, appreciates it and wants to build a nation based on it. Najib appears to want to build this nation based on the situation at Merdeka only, which is what the anarchistic DAP and ungrateful “the others” want. They have to understand that even the Constitution was built upon history, not just cooked out of the blue.

      I don’t have much of a wish list, only Constitution-respecting fellow Malaysians and a leader who can bring this about. When everybody respects the Constitution and live by it, we all can live reasonably peacefully and happily in this country.

        Thank you for taking the trouble to read my diatribe.

        I further suggest we forget about the Constitution. In fact since we all agree that most if not all of our politicians are bunch of idiots, we should do away with Parliament. Not only we save on not having elections, we don’t have to waste our time reading blogs about politics.

        With politicians out of the way and Tun at the helm, all we should worry is whom to vote on AF, debate endlessly on whether it is ok to be gay, whether Siti has a nose job. And Malaysian favorite past time, where to get the best nasi lemak, best kuetiaw goreng ad infinitum. And we can always revive Malaysia Boleh. Hell, it has been quite some time since we broke the Guinness Book withour terpanjang, terbesar, terkuat, terpendek, etc etc.

        As you can see I’m very nostalgic about yesteryears. Oh Tun, all is forgiven, please come back…

  11. I have no doubt now that DSNTR is the Master of this hatchet man after the attack on Utusan. I agree that we should review the stand on DSNTR with a more critical one.

    His KPI has really gone south now.

      I simply don’t understand where DSN is heading. I don’t even know what 1Malaysia is all about. The 8 values I saw listed somewhere are very general ones. Anybody can think of those. But what are the specifics?

      There’s so much polarisation among the races now. Racial disharmony is increasing. But he even allows hitting at an Elder Statesman in very crude ways. Further heightening of tension even among the Malays. If his intention in retaining Nazri is to keep TDM at bay so that he can go on what appears to be a directionless route, we need to jolt him out of it.

    Kenyataan di atas adalah benar dan sentiasa benar selagi Najib tak ambil apa-apa tindakan terhadap Nazri.

    • I see another person here who thinks Najib is the dalang, Nazri the puppet. But this shadow play or wayang kulit is too expensive a show for Malaysians who appear to be in disarray now.

      Let’s speak up more and more so that Najib hears what we say distinctly. And take ation other than just keeping busy placating Chinese schools. To the extent that his Government nearly lost on the Budget voting. Yet people have been talking about Sekolah Satu Aliran.

      Imagine a Budget passed by a majority of only 3 votes. Wasn’t that a dereliction of duty somewhere? By some people. By Nazri. By BN MPs. What kind of Government is he running? This must have been the butt of jokes in coffee houses, in bars and hotel lounges. At home and abroad. Malu lah kita.

      True, Naib should get Nazri out. Otherwise, UMNO should consider asking Najib out. For a date or whatever.

      Bloody racist bloke. Not one iota of gratitude on the Malays having agreed to citizenship for him, his father and grandfather. Yet his grandfather and all those like him before Merdeka were stateless for 100 years since their immigration in sizeable numbers into Perak in the 1850s. They should periodically think and realise that they were stateless during the entire period of British colonial rule in this country. Having got citizenship, they simply want more, more and more, irrespective of a social balance in Malaysian society, of Article 153 of the Constitution. Greedy and senseless buggers.

      These fellows know that the Malays are still disadvantaged economically. Only 19% corporate wealth. Not counting other forms of wealth. They try to produce so-called “research results” alleging the Malays already have 46% corporate wealth. Utter nonsense. For so long as they demand more, we will ask for 60% (Ketua Pemuda UMNO once even suggested 70%) corporate wealth. Tun Dr Mahathir recently even suggested that the Malays could ask for a % commensurate with the Bumi population ratio.

      Yet Najib appears not to mind them much. He allowed Nazri to hit at Mahathir who has been
      defending Malay rights very staunchly all these years. Damn.

      Guan Eng and his goons must know that the Malays will react to what they say and do. There are more educated Malays nowadays. Maybe not competitive enough in the business sector because the Chinese control distribution etc. But more Malays are also in the business sector since the NEP.

      • So perhaps the majority should put into practice the habit of BMO (buying Malay/Muslim Only).

        That could catalyse the accumulation of wealth into the Malay/Bumi hands.

        Also the cost of Malay/Bumi sweat should be increased to be on par with the Chinese and Indian sweat.

  16. najib tak patut buang nazri. Dalam sebuah organisasi, kena ada semua karakter. lemah lembut, garang, bengis etc. untuk najib kontrol rakyat, perlu ada juga karakter ala nazri yang boleh ‘sound’ orang. takkan la semua orang nak jadi mr nice guy.

    lagipun, dia cakap aje, bukan dia tumbuk orang pun. Kan kita mengaku kita ada freedom of speech.
